The inspection team inspected the implementation of a number of key projects: Investment project to build resettlement areas to serve the Lao Cai - Hanoi - Hai Phong railway project and the Ring Road 2 construction investment project, Tan Vu - Hung Dao - Bui Vien section.
Regarding the Ring Road 2 Construction Investment Project, the Tan Vu - Hung Dao - Bui Vien section, the Standing Vice Chairman of the City People's Committee emphasized that this is a key project that the city will implement in 2025 and is prioritized for large capital allocation. However, the overall progress of the project has not met requirements and is facing problems related to site clearance.
The Standing Vice Chairman of the City People's Committee requested Hai An ward to urgently develop a plan to ensure security, order, traffic safety and urgently pay all compensation for site clearance for households, striving to complete in August 2025.
In Kien An ward, the Hai Phong Traffic and Agricultural Project Management Board coordinated with local authorities to urgently conduct an inventory and approve the compensation plan for site clearance for households that have not agreed and have not yet handed over the site. At the same time, develop a plan for enforcement of cases of intentional non-cooperation.
Hung Dao ward urgently cleared the area requested by the investor and contractor; promptly develop a coercion plan in some areas, and seek opinions from the city's departments and branches.
For households that are arranged for resettlement, localities will soon organize a lottery for resettlement locations, relocation, and develop a plan to support temporary funding for households that have not yet built houses in the resettlement area.
Regarding the investment project to build a resettlement area to serve the railway project, Permanent Vice Chairman of the City People's Committee Le Anh Quan acknowledged that Duong Kinh ward, Hai Phong Traffic and Agricultural Project Management Board, and Duong Kinh Project Management Board have accelerated site clearance, ready to start the Duong Kinh project on August 19.
From now until the start of construction, relevant units will urgently complete the scenario of organization, propaganda, and mobilization of people to agree and support the project and continue to hand over the resettlement area site.
