On February 19, the People's Council of Quang Nam province, term X, 2021 - 2026, held its 29th session. This is an extraordinary session to review and decide on a number of important contents.
Notably, the streamlining of the apparatus and staffing, contributing to improving the effectiveness and efficiency of State management in the province.
At the meeting, the People's Council of Quang Nam province passed a Resolution on the establishment, merger and consolidation of 7 agencies under the Provincial People's Committee to streamline the apparatus, including:
Merge the Department of Construction with the Department of Transport into the Department of Construction; merge the Department of Finance with the Department of Planning and Investment into the Department of Finance; merge the Department of Science and Technology with the Department of Information and Communications into the Department of Science and Technology; merge the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment into the Department of Agriculture and Environment; merge the Department of Home Affairs with the Department of Labor - Invalids and Social Affairs into the Department of Home Affairs.
Establish the Department of Ethnic Minorities and Religions, on the basis that the Provincial Ethnic Minorities Committee receives additional state management tasks of beliefs and religions from the Department of Home Affairs; merge the Department of Foreign Affairs into the Provincial People's Committee Office.
After the merger, Quang Nam has reduced 6 department-level units. To date, the province has had 26 leaders under the management of the Provincial Party Committee Standing Committee apply for early retirement, including 3 department directors, 8 district party secretaries and 3 deputy secretaries of the district party committee.
Mr. Nguyen Duc Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Nam province said that merging agencies under the Provincial People's Committee is an urgent policy to streamline the apparatus, associated with streamlining the payroll. This will contribute to improving the effectiveness and efficiency of state management of authorities at all levels.
According to Chairman of the People's Council of Quang Nam province Nguyen Duc Dung, the session also considered issuing a policy to support leaders who have worked under one term before retirement age or are on leave waiting for retirement age in the 2025-2029 period. This policy aims to recognize the dedication and facilitate the arrangement and organization of the apparatus.
