The project to reorganize Quang Binh and Quang Tri provinces into a single provincial-level administrative unit named Quang Tri province has just been officially completed to submit to competent authorities.
This is a step to implement Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Central Conference, 13th tenure; Conclusion No. 137-KL/TW of the Politburo on building a streamlined, effective and efficient 2-level local government model.
Two provinces - one vision
According to the Project, the merger aims to reduce administrative units, overcome overlaps and resource disbursement, and at the same time create greater development space in the context of the whole country promoting digital transformation and building a digital government. Quang Binh and Quang Tri are two localities with many similarities in geography, history, culture and organizational structure, capable of connecting and complementing each other for comprehensive development.
After the merger, the new Quang Tri province will have a natural area of over 12,699km2, a population of over 1.86 million people, with 78 commune-level administrative units. The new provincial administrative-political center will be located in the current Quang Binh province.
The new province after the merger retains the model of 2 -level local government. The number of departments, departments and administrative and non -business units will be arranged on the principle of not increasing compared to the existing total number of two provinces. The whole process is done in a streamlined direction, avoiding large disturbance, ensuring no interrupting the operation of the state apparatus, while preserving socio -political stability.
After the merger, Quang Tri province will have 14 specialized departments, 2 administrative agencies under the Provincial People's Committee, 9 provincial-level public service units, and 147 public service units under departments and branches.
In the Party bloc, the Front and provincial-level mass organizations, 13 agencies will be retained. Newspapers and TV stations of the two provinces will be merged into a single agency.
At the district level, 18 existing administrative units of the two provinces will be terminated, and the commune level will also be reduced from 264 to 78 units.
New development space, new growth momentum
The merger is not only an administrative arrangement but also aims to expand regional development space, increase the combined strength in attracting investment, connecting transportation, developing infrastructure and strengthening national defense and security. The new province will have stronger potential to build a modern, professional government, better serving people and businesses.
The Government also clearly directs that the arrangement needs to be implemented methodically and synchronously, with high consensus from the political system to the people. Policies to support redundant cadres, stabilize the apparatus and ensure the legitimate rights of cadres and civil servants are also clearly established.
According to the assessment, the merger of Quang Binh and Quang Tri provinces is not only a step in line with the development trend but also a symbol of the spirit of solidarity and aspiration to rise up of an entire land rich in revolutionary traditions.
