New regulations on salary scales and tables for state-owned enterprise employees
Circular 06/2024/TT-BLDTBXH issued on July 30, 2024, effective from September 15, 2024, supplements Article 9a on salary scales, salary tables, and salary allowances for employees in single-member LLCs with 100% state capital (state-owned enterprises) as follows:
- Based on the production organization and labor organization, the company reviews and decides to continue to maintain or amend, supplement or develop and issue new salary scales, salary tables, and salary allowances (with applicable standards), ensuring the provisions in Clause 2, Article 9a of Circular 26/2016/TT-BLDTBXH (amended and supplemented by Circular 06/2024/TT-BLDTBXH) as a basis for salary arrangement, salary payment and implementation of regimes for employees according to the provisions of labor law.
- The salary levels in the salary scale , salary table, and salary allowances are decided by the company, ensuring that the salary fund determined on the basis of the total annual salary of all employees calculated according to the salary levels in the salary scale, salary table, and salary allowances of the company must not exceed the planned salary fund of employees according to the provisions of Circular 26/2016/TT-BLDTBXH (amended and supplemented by Circular 06/2024/TT-BLDTBXH).
- When amending, supplementing or developing and issuing new salary scales, salary tables and salary allowances, the company must consult with the organization representing employees at the facility, organize dialogues at the workplace according to the provisions of the Labor Code and implementing guidelines, report to the owner's representative agency for comments and make it public at the company before implementation.
Instructions on the method of establishing average electricity selling price
The Ministry of Industry and Trade issued Circular No. 09/2024/TT-BCT dated July 30, 2024 regulating the calculation of average electricity prices . The Circular officially takes effect from September 14, 2024.
Circular 09/2024/TT-BCT guides Vietnam Electricity Group (EVN) to calculate the average electricity price according to the provisions of Article 4 of Decision No. 05/2024/QD-TTg dated March 26, 2024 of the Prime Minister regulating the mechanism for adjusting the average retail electricity price.
In particular, the Circular provides detailed instructions on the method of establishing the average annual and annual electricity price as well as the calculation formula to get the final electricity price result.
Accordingly, the average annual and annual electricity price is calculated based on the costs of electricity generation, costs of auxiliary services for the power system, costs of purchasing electricity transmission services, electricity distribution - retail, power system dispatch and electricity market transaction management, and costs of industry operation - management in the average annual/annual electricity price.
New regulations support livestock farms
The Government issued Decree 106/2024/ND-CP dated August 1, 2024, specifically stipulating support and incentive policies to improve livestock efficiency, including: Support for artificial insemination for buffaloes, cows, and pigs; support for purchasing buffalo, cows, goats, sheep, pigs, and sika deer; support for purchasing parent chickens, ducks, and geese; and encouragement for livestock waste treatment.
According to this Decree, organizations and individuals are supported with no more than 50% of the value of livestock waste treatment products to encourage their application to livestock waste treatment. The maximum support level is as follows: VND 5 million/facility (household livestock); VND 50 million/facility (small and medium-sized livestock farms); VND 100 million/facility (large-scale livestock farms).
The above Decree takes effect from September 20, 2024.
Amending regulations on freezing and handling money and assets related to terrorism
Effective from September 1, 2024, Decree No. 93/2024/ND-CP amends and supplements a number of articles of Decree No. 122/2013/ND-CP regulating the suspension of circulation, blocking, sealing, temporary detention, and handling of money and assets related to terrorism and terrorist financing; establishing a list of organizations and individuals related to terrorism and terrorist financing.
