On July 30, in Hanoi, Prime Minister Pham Minh Chinh chaired a conference to thoroughly grasp and implement some laws and resolutions of the 15th National Assembly.
According to the Government Office, concluding the conference, the Prime Minister emphasized that the institution must go early, go ahead to pave the way for breakthrough development, maximize potential, creativity, and meet the needs of accelerating industrialization, modernization, and international integration.

Regarding the tasks in the coming time, the Prime Minister requested ministers, heads of sectors, and Chairmen of the People's Committees of provinces and cities to continue with high determination, great efforts, decisive actions, with focus and key points; assign "clear people, clear tasks, clear time, clear products, clear efficiency" in the work of drafting and implementing laws.
The Prime Minister requested strict compliance with the Law on Promulgation of Legal Documents, urgently drafting, issuing, and submitting for issuance 121 detailed regulatory documents for the laws and resolutions passed at the 7th session to promptly take effect together with the laws and resolutions.
Prepare carefully to implement new policies and regulations that take effect earlier than the general effect of the law; provide detailed regulations and implementation guidelines for transitional contents to create a basis for smooth, unified implementation, avoiding legal gaps.
The head of the Government requested tightening discipline, emphasizing the responsibility of the head, promoting the proactiveness of the civil servant team, associated with strengthening supervision and inspection to prevent, detect, promptly stop, and resolutely handle acts of corruption, negativity in law enforcement.
At the same time, overcome the situation of pushing, avoiding, and lacking responsibility in a part of officials and civil servants.
Proactively review and handle arising problems, especially those related to administrative procedures, ensuring close connection between reviewing, proposing solutions to problems in legal documents, and reviewing, proposing solutions to inappropriate administrative procedures that cause inconvenience and increase compliance costs for people and businesses.
The Prime Minister requested provinces and cities to proactively issue Plans to implement the laws and resolutions in their areas; focus on reviewing, researching, preparing necessary conditions, and organizing the implementation of assigned powers and tasks, especially new tasks added in the laws, resolutions, pilot mechanisms, and specific policies applied locally.
Along with that, proactively handle issues arising locally during the implementation of laws and resolutions according to legal regulations; promptly report and propose solutions for arising problems for competent authorities to summarize, consider, handle, and study amendments and supplements to regulations if necessary.
