On December 16, at the Conference on State management of associations, social funds, and charity funds, Deputy Minister of Home Affairs Vu Chien Thang emphasized that the revolution of streamlining and enhancing the efficiency and effectiveness of the state apparatus has been creating consensus in the whole society and people from the central to local levels, and in associations and funds nationwide.
Therefore, associations and funds must also prepare themselves mentally and be ready to streamline their apparatus, merge and consolidate associations and funds belonging to ministries and sectors on the basis of current mergers of ministries and sectors.
At the same time, the Deputy Minister of Home Affairs hopes that associations and funds will be a bridge between the Party, the State and the masses in the ongoing process of streamlining the apparatus.
Information at the conference said that in recent times, associations and funds have continuously developed and diversified in scale and form.
As of December 2023, the country had more than 71,890 associations and about 3,150 funds. Of these, 603 associations operate nationwide or inter-provincially, more than 71,280 associations operate locally; 99 funds operate nationwide or inter-provincially; about 3,070 funds operate locally.
To improve effectiveness and efficiency, end and prevent violations of the principles of autonomy and self-responsibility, and at the same time promote the role and create conditions for the organization and operation of associations and funds to comply with the law and regulations, the Deputy Minister of Home Affairs requested that associations and funds regularly update, study and thoroughly grasp Party documents, State policies and laws related to the organization and operation of associations and funds;
Organize and operate according to the principles of voluntariness, self-management, and self-financing; enhance publicity and transparency in operations; unite internally and within the fund; increase fundraising and support for the fund in accordance with the fund's principles, purposes, and objects as stipulated in the charter and legal regulations.
For associations with press agencies (magazines) and legal entities under the association and funds: It is recommended to review, rectify, strictly manage and properly implement the responsibilities of the governing body in the establishment, organization and operation of press agencies (magazines) and legal entities under the association to ensure compliance with legal regulations.
The Deputy Minister of Home Affairs suggested that associations need to review the admission of members to ensure that they meet the conditions and standards prescribed in the charter recognized by competent state agencies; and take measures to properly manage members to avoid violations of the law and association charter.
For associations organizing congresses, it is required to comply with Clause 9, Article 19 of Decree No. 126/2024/ND-CP and prepare documents according to regulations to report to the Ministry of Home Affairs.
For funds, carry out the recognition of the Fund Management Board at the end of its term, change and supplement members of the Fund Management Board according to the provisions of Articles 25 and 26 of Decree No. 93/2019/ND-CP; Clause 12 and Clause 13, Article 1 of Decree No. 136/2024/ND-CP.
