Soc Trang Provincial Party Committee has just issued Notice No. 2195-TB/TU of the Provincial Party Committee Standing Committee on the principles and plans for arranging cadres, civil servants and public employees of the Commune-level Party Committee after the merger of administrative units.

Accordingly, the personnel arrangement must be under the comprehensive leadership of the Provincial Party Committee Standing Committee. Party members must absolutely submit to the assignment and appointment of the Party; cadres, civil servants and public employees must strictly comply with the decisions of competent authorities in personnel work.
The formulation of personnel plans at the Party Committee, Standing Committee of the Party Committee, the Communist Party Inspection Committee and the assignment of leadership titles must ensure the leadership and direct guidance of the Standing Committee and the Standing Committee of the Provincial Party Committee. This process needs to fully promote the role of the District Standing Committee and the authorities, associated with improving the performance of the local political system after the merger.
The Provincial Party Standing Committee requires publicity, transparency, and fairness in personnel arrangement; resolutely prevent local situations, group interests, and negative behaviors. The assignment and introduction of personnel must be based on political qualities, ethics, practical capacity, the spirit of daring to think, daring to do, daring to take responsibility, associated with work results.
Pay attention to the arrangement of cadres with outstanding abilities, responsibility, enthusiasm for work, meeting the requirements of tasks in the new situation, linking the work of arranging and arranging personnel with streamlining the payroll, restructuring the team of cadres, civil servants, and public employees.
Pay attention to training, fostering, and arranging young cadres, female cadres, ethnic minority cadres, and science and technology cadres, but do not lower the standards because of the structure.
In particular, the Standing Committee of the Provincial Party Committee requested not to consider arranging or recommending to hold higher positions for cadres who have been disciplined in the 2020-2025 term, or have violations or shortcomings according to the conclusion of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that the competent authorities are investigating, inspecting, and examining.
The Standing Committee of the Provincial Party Committee also decided to transfer 100% of the district -level payroll to arrange to the commune and ward after the merger. In particular, the district leaders and management staff will be the core force at new administrative units. The allocation of civil servants must ensure that the new functions and tasks of each locality.
Specific personnel plans for the positions of leaders of the Commune Party Committee will be prioritized to select from the Standing Committee members, members of the Standing Committee, Vice Chairmen of the People's Council, People's Committee or district-level Party Committee members. In case of shortage, a number of provincial-level leaders and managers will be increased to ensure harmony between local resources and strengthened cadres.
For the position of Secretary of the Party Committee of a commune or ward after the merger, it is possible to consider arranging a member of the Provincial Party Committee or a member of the Provincial Party Committee Standing Committee if the locality has a particularly important position, large economic scale, developed transport infrastructure or population, large number of Party members.
The Provincial Party Committee also requested to strengthen political and ideological propaganda work to create consensus among cadres, party members and people; ensure regimes and policies for cadres, civil servants and public employees according to regulations. Violations of Party principles and regulations and the law must be strictly handled.
On April 25, Soc Trang province was completed and submitted to the Ministry of Home Affairs for consideration and evaluation of the project of arranging administrative units at the commune level, earlier than the government's time limit. According to the project, after the arrangement, the province will decrease from 108 communes, wards and townships to 43 units (8 wards and 35 communes).
