According to the Minister, looking back at the 5-year journey of implementing the Resolution of the 13th National Party Congress and the Party Congress of the Ministry of Culture, Sports and Tourism with the motto: "Determination to act - Aspiration to contribute", in the spirit of openness and modesty, we can happily report before the congress: The activities of the Party Committee of the Ministry of Culture, Sports and Tourism have achieved positive and comprehensive results with many bright spots and outstanding marks, recognized and highly appreciated by leaders of the Party, State, Government, Prime Minister and people from all walks of life.
Culture is preserved and promoted, awareness of the functions and foundations of culture is enhanced; sports have made great strides; tourism affirms an important position in the economy, is a bridge of integration, a journey connecting the past, present and future; the press and media becomes a "Knowledge channel - Connecting trust between the Party, State and People". Four areas of State management are focusing on the mission of preserving the soul of the nation, arousing the desire for development, spreading the belief, intelligence and bravery of Vietnam.
Party building work is focused on with many breakthroughs in innovating the leadership methods of Party committees at all levels. The work of Party building in terms of politics, ideology, ethics, organization and cadres has had many positive changes, going into depth and substance, contributing to improving the courage, attitude and ethical standards of cadres, party members and the masses associated with mass mobilization and leadership of political and social organizations.
The work of inspection, supervision and enforcement of Party discipline has been effectively implemented. The work of organizing the apparatus is carried out in the direction of streamlining, compactness, strength, efficiency, effectiveness, efficiency, unlocking resources, creating development.
However, according to the Minister, in addition to the achieved results, the work of building a cultural environment is still not synchronous, investment resources for culture are still low and scattered, sports are not stable, tourism still lacks regional connectivity, the press is facing pressure to transform digitally and protect legitimate information flows. Party building work needs to continue to be directed and organized to be implemented more deeply and comprehensively.
The Minister affirmed that the 1st Congress of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term will take place in the context that the country is facing new development opportunities, but also many challenges.
The Congress took place at a time when the Party, State and the entire political system have been synchronously implementing historic decisions, strategic breakthroughs to bring the country firmly into a new era - an era of strong and prosperous development with the highlight being revolutions in organizing the apparatus of the political system to be streamlined, strong, efficient, effective and efficient; implementing the 2-level local government model; developing science and technology, innovation and digital transformation; promoting international integration; developing the private economy as a key lever, creating new opportunities for the strong development of the country in general and the Ministry and the Culture, Sports and Tourism sector in particular in the new period.
The above trendy requirements for the Party Committee of the Ministry of Culture, Sports and Tourism always have to keep the rhythm and create a new rhythm. Conserving the rhythm is to maintain core values, keep the flow of ethnic culture from being lost, maintain stability in organization, belief, and morality. Creating a new rhythm is to promote courage, create new momentum for development, create a creative flow in leadership ideology, create a creative breakthrough in the field that the Ministry is managing and governing.
We must deeply absorb the viewpoint: Cultural development is the cause of the entire Party and people; the task of building cultural development is the leadership of the Party, the State management, the People are the creative subjects; the team of intellectuals and artists plays an important role. Culture is a large field, the soul of the nation. The task of the entire Party Committee is to make great efforts and be highly determined to build an advanced culture with strong national identity to confidently enter the new era," the Minister emphasized.
The Minister affirmed that these are major issues that are decisive for the development of the Ministry and the Industry not only in the short term but also in the long term and strategic vision, so he suggested that the delegates focus on spending time, intelligence, and enthusiasm to evaluate, explain, discuss and decide in the direction of looking ahead, thinking big, and renewing themselves.
In addition, the Congress is responsible for contributing opinions to the Draft Political Report of the Government Party Committee's Executive Committee submitted to the 1st Government Party Congress, term 2025 - 2030 and documents of the 13th Party Central Committee submitted to the 14th National Party Congress.
With the theme: "Building a clean and strong Party organization; solidarity, discipline, responsibility; innovation; drastic action, aspiration to contribute" and the spirit: "Culture is the foundation - Information is the guiding principle - Sports is the strength - Tourism is the bridge connecting", we believe that the 1st Congress of the Party Committee of the Ministry of Culture, Sports and Tourism, term 2025 - 2030 will be a great success, opening a new, strong, comprehensive development of Vietnamese culture and people in the new era, contributing worthily to the implementation of the country's development goals by 2030 when our Party celebrates its 100th anniversary (1930 - 2030); towards realizing the vision to the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945 - 2045) that our Party and the People's State have identified as the Socialist Republic of Vietnam.
