Deputy Prime Minister Tran Hong Ha has just signed Decision No. 929/QD-TTg dated August 31, 2024 of the Prime Minister on promulgating the Plan to implement the Thanh Hoa Provincial Planning for the 2021-2030 period, with a vision to 2045.
One of the main contents is to review and abolish plans on investment in the development of specific goods, services and products, determining the volume and quantity of goods, services and products produced and consumed in the area and plans that are no longer suitable to reality and legal regulations.
According to the plan, by 2025, the review, establishment and adjustment of urban and rural planning, technical and specialized planning in Thanh Hoa province will be completed in accordance with the provisions of law, ensuring consistency and synchronization with the approved Provincial Planning.
The Decision clearly states that the principle of determining public investment projects is to prioritize the implementation of infrastructure projects that create great spillover effects, especially the province's strategic transport infrastructure, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connectivity; infrastructure of Nghi Son Economic Zone and industrial parks; infrastructure of healthcare, education, culture, sports, social security, and science.
Continue to prioritize investment in completing irrigation infrastructure, dykes, water supply, waste and wastewater treatment, healthcare, education, social security, national defense, security, environmental protection, disaster prevention and mitigation, and adaptation to climate change and rising sea levels.
Support the implementation of green development and sustainable development goals; pay attention to investing in infrastructure to serve the socio-economic development of ethnic minority, mountainous and border areas of the province.
In the industrial sector: Chemical production, post-petrochemical refining, petrochemical refining auxiliaries; metallurgy, mechanical engineering; energy industry; electronic equipment, components, telecommunications equipment, automation equipment in production; medical equipment, pharmaceuticals; construction materials manufacturing industry; textiles, leather shoes (mountainous areas); accessories for the garment and shoe industry.
In the agricultural sector: Large-scale, high-quality agricultural production associated with the development of raw material areas and product processing; high-tech, smart agricultural production projects, organic agriculture according to the value chain; attracting projects for preserving and processing agricultural and forestry products for export; projects for producing raw materials and processing animal feed, aquatic products, etc.
In the service sector: Tourism projects, high-end resort hotels associated with strengths in sea tourism, eco-tourism; attracting software development projects, digital technology, commercial projects, logistics services in key economic zones of the province.
To achieve the GRDP growth target of over 10.1% on average annually in the 2021-2030 planning period, it is expected to need to mobilize a total social investment capital of about VND 1,650,000 billion.
Research, develop and promulgate under authority or submit to competent authorities for promulgation mechanisms, policies and solutions to implement identified tasks in accordance with practical situations and actual conditions in the locality.
