On September 11, the Ho Chi Minh City Party Committee issued document No. 1338-KL/TU on the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee on the plan to arrange commune-level administrative units in Ho Chi Minh City.
At the 29th Conference, September 9, 2026, after listening to the Organization Committee of the City Party Committee report, proposing some contents on the plan to arrange commune-level administrative units in Official Dispatch No. 990-TTr/BTCTU dated September 4, 2026 and opinions of delegates attending the meeting, the Standing Committee of the Ho Chi Minh City Party Committee unanimously concluded:
First, not yet granting the policy of arranging commune-level administrative units, keeping 168 communes, wards, and special zones in Ho Chi Minh City at the present time.
Second, continue to improve and enhance the effectiveness and efficiency of the commune-level government; review and improve the working relationship and coordination between central agencies, the City and the commune level, ensuring clear delineation of functions, tasks, authority, and responsibilities.
The Standing Committee of the City Party Committee requested to promote the proactiveness, autonomy and responsibility of the commune level; focus on overcoming existing shortcomings, limitations, difficulties, and obstacles arising from practice.
At the same time, applying and concretizing the guidelines and regulations of the Central Government in Resolution No. 09-NQ/TW dated May 19, 2026 of the Politburo and the Law on Urban Development in accordance with the practical conditions of Ho Chi Minh City; striving to basically solve difficulties and obstacles arising from grassroots levels under the City's authority by the end of 2026.
Third, assign the City Party Committee Office to coordinate in advising the Standing Committee of the City Party Committee on specific task assignments for each agency and unit in implementing the above policy, and report to the Standing Committee of the City Party Committee for consideration and comments.
