The Ho Chi Minh City Party Committee Office has just issued Report No. 157-BC/VPTU to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee on reviewing and proposing the content of Official Dispatch No. 990-TTr/BTCTU dated September 4, 2026 of the City Party Committee's Organization Committee on the plan to arrange commune-level administrative units in the area.
According to the report, implementing the direction of the Standing Committee of the City Party Committee on continuing to study the plan to arrange commune-level administrative units, the Organization Committee of the City Party Committee has reviewed and summarized the opinions of 168 communes, wards, special zones together with the City Development Research Committee and the Party Committee of Ho Chi Minh City People's Committee.
As a result, 164/168 units agreed not to propose arranging commune-level administrative units.
There are 4 units proposing to study arrangement, including Xom Chieu ward, Khanh Hoi ward, An Hoi Tay ward and Long Son commune. However, these plans have not yet been agreed upon between relevant localities.
The City Development Research Board proposed 3 options, including proposing to temporarily maintain the stability of 168 commune-level administrative units. At the same time, continue to review and evaluate based on criteria such as population size, area, management load, infrastructure, resources and development space to serve as a basis for considering adjustment and arrangement when necessary.
The Party Committee of Ho Chi Minh City People's Committee also proposed to maintain 168 commune-level administrative units. Along with that, continue to improve the operational efficiency of the 2-level local government model; promote decentralization and authorization; restructure the contingent of cadres; administrative reform; digital transformation and strengthen inspection and supervision.
Based on summarizing opinions and analyzing related factors, the Organization Committee of the Ho Chi Minh City Party Committee proposed to unify the policy of maintaining 168 commune-level administrative units at the present time.
At the same time, continue to direct the Party Committee of Ho Chi Minh City People's Committee and Party Committees of communes, wards, and special zones to focus on improving the operational efficiency of the 2-level local government model; prepare the necessary conditions to review and select typical core commune-level administrative units when the Central Government has specific policies and criteria.
On that basis, the Ho Chi Minh City Party Committee Office proposed that the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee agree on the policy of temporarily keeping 168 commune-level administrative units in Ho Chi Minh City.
Maintaining 168 units is to ensure the stability of the organizational structure, continue to improve the effectiveness and efficiency of the 2-level local government model; and at the same time, in accordance with the Central Government's policy on researching the model of typical core commune-level administrative units according to Resolution No. 221/NQ-CP.
During the time the Central Government researches, completes and decides on policies, criteria, and standards for this model, Ho Chi Minh City will continue to review and study the plan to arrange commune-level administrative units.
The review will be carried out synchronously with planning, development space, urban structure, infrastructure, socio-economic conditions, management capacity and long-term development requirements. The city sets a goal to ensure a stable, synchronous, and feasible arrangement plan, avoiding disruption and limiting the need for multiple arrangements.
