Ho Chi Minh City People's Committee has just proposed that the Party Committee of Ho Chi Minh City People's Committee report to the Standing Committee of the Ho Chi Minh City Party Committee to agree on the policy of keeping 168 wards, communes, and special zones unchanged.
According to the Ho Chi Minh City People's Committee, maintaining the number of commune-level administrative units will be accompanied by the requirement to continue to improve the organizational structure, improve management capacity and service quality for the people. The city plans to focus on 6 key task groups.
First, Ho Chi Minh City will continue to improve and effectively operate the 2-level local government model.
The city will seriously and synchronously implement the conclusions and directions of the Central Government and the City Party Committee, in which closely follow Conclusion No. 76-KL/TW, Plan No. 06-KH/TW and Resolution No. 221/NQ-CP.
The tasks will be implemented in accordance with the functions and authority of each department, sector and locality.
Ho Chi Minh City will also review and evaluate the conditions and standards of commune-level administrative units to proactively select units that meet the criteria to become typical core commune-level administrative units when the Central Government has a policy.
Second, Ho Chi Minh City will organize the effective implementation of the Law on Urban Development.
The city will implement the Directive of the Standing Committee of the City Party Committee on organizing the implementation of the Law, and at the same time clearly define the responsibilities of Party committees, Party organizations, agencies, units and especially heads.
The goal is to ensure that new regulations are specified and implemented uniformly, promptly, and synchronously throughout the entire political system.
Third, Ho Chi Minh City will promote decentralization and authorization associated with inspection and supervision.
The city plans to review tasks that are not suitable for the actual capacity of the grassroots level for adjustment. At the same time, clearly define responsibilities between the Ho Chi Minh City People's Committee, departments, branches and commune-level People's Committees.
Each task will specifically identify the presiding agency, coordinating agency, output products, completion time and inspection and evaluation mechanism.
According to Ho Chi Minh City's orientation, the assignment must ensure "clear people, clear tasks, clear responsibilities, clear progress, clear results", avoiding overlap or shirking responsibility.
Fourth, Ho Chi Minh City will restructure and improve the quality of the contingent of cadres, civil servants, and public employees.
Staffing will be managed according to job positions, functions, tasks, population size, area, characteristics of the area and workload instead of average allocation.
The city will improve the standards for titles, capacity frameworks and job positions; arrange officials who are the right people, the right jobs, and the right expertise.
Cadre evaluation will strongly shift to based on products, work results, processing progress and people's trust. Ho Chi Minh City also sets a goal to build a mechanism to attract and value people with outstanding capacity and experts with in-depth expertise.
Along with that is strengthening training, fostering, and rotating cadres, improving state management capacity, digital skills and public service ethics.
Fifth, Ho Chi Minh City will promote administrative reform associated with comprehensive digital transformation.
The city will continue to invest in and complete information technology infrastructure and build a synchronous and interconnected data system.
Ho Chi Minh City aims to increase the rate of using online public services, electronic records and digital signatures; connect specialized software, and overcome the situation of distributed and unsynchronized data.
At the same time, facilities, working equipment, online meeting rooms and data storage systems at the facility will be upgraded. The city will also continue to review, arrange and use public assets effectively.
On Friday, Ho Chi Minh City will strengthen inspection, supervision and coordination between agencies in the political system.
The city will promote the supervisory role of the People's Council, the Vietnam Fatherland Front Committee at the commune level and the participation of the people in state management.
The work of receiving citizens and resolving complaints and denunciations continues to be emphasized, along with ensuring political security and social order and safety in the grassroots area.
