General Secretary To Lam emphasized that in restructuring the apparatus, it is necessary to overcome difficulties, worries and normal habits, overcome regional psychology, and at the same time move towards an open mindset, considering the country as a common homeland, thereby creating development momentum.

Urgently implement the contents of the arrangement

Continuing to arrange and streamline the political system, arranging administrative units (ADUs) and organizing local governments at 2 levels is one of the two important groups of issues considered and discussed at the 11th Conference of the 13th Party Central Committee.

Immediately after the 11th Central Conference, the Politburo and the Secretariat held a national conference to disseminate and implement the 11th Conference Resolution. Speaking at this conference, noting the implementation of the policy of arranging and reorganizing administrative units and building a two-level local government, General Secretary To Lam emphasized that this is a policy stemming from a long-term strategic vision for national development.

The General Secretary said that implementing this policy will have a certain impact on the thoughts and feelings of Party members and people. This is understandable because every Vietnamese person is deeply imprinted in their memories the image of their homeland, where they bury their navel-cut vegetables. However, in the face of new development requirements of the country, we must change our thinking and vision to unify ideological awareness, must surpass ourselves, and sacrifice personal interests for the common interests of the country.

Currently, many provinces and cities are urgently meeting to discuss and implement plans on arranging administrative units in accordance with the set plan.

According to the draft project of arranging and merging provincial army at Can Tho City, Hau Giang and Soc Trang provinces, after arranging, the new Can Tho City will have an area of 6,360.8 km2; population size reached 4,061,292 people; 100 DVHC affiliated (31 wards, 69 communes). Political - administrative center after arranged in Ninh Kieu, Can Tho City. Thus, after arranging the units of the three provinces and cities mentioned above, the two provincial units will be reduced, reducing 28 district units, down 163 communal units (down 61.97%).

The People's Committee of Nam Dinh Province has also issued a plan to organize the people's opinion on the project of consolidating 3 provinces of Nam Dinh, Ha Nam and Ninh Binh. According to the plan, after the meeting of the People's Council of Nam Dinh province, the People's Committee of Nam Dinh province will complete the dossier of consolidation of 3 provinces, to the People's Committee of Ninh Binh province, the completion time on April 28. Nam Dinh Province will complete the project of the communal army for arrangement in Nam Dinh province to submit to the Ministry of Home Affairs and the Government, the completion time before April 30.

Many other localities across the country such as Bac Lieu, Nghe An, Quang Ninh... have held meetings to discuss plans to arrange administrative units at all levels. In localities, the number of commune-level administrative units has been significantly reduced after the reorganization.

The idea that a clear road is an open road

Dr. Le Trung Kien - Ho Chi Minh National Academy of Politics - analyzed that this arrangement of administrative units will open up new space, the combined strength of governance, planning and investment.

The arrangement of administrative units opens up a new institutional space - where each locality needs to abandon the thinking of keeping a seat, keeping a name to receive more development momentum based on the strengths of the regional synthesis. This is also one of the revolutions for us to realize the strong aspiration - Dr. Le Trung Kien analyzed.

Sharing the same analysis of this, Vice Chairman of the Committee for Culture and Society Ta Van Ha said that in any reform, especially related to the organization and rearrangement of administrative boundaries, the ideological and psychological factors of the people and cadres play a very important role.

“Recently, in a speech at the National Conference thoroughly and implemented the 11th Central Conference, General Secretary To Lam emphasized the overcome difficulties, anxiety, overcoming normal psychology and habits, overcoming regional mood psychology towards a larger vision thinking, the country is the homeland. new development for the country ” - Mr. Ha analyzed.

According to Mr. Ta Van Ha, to do a good job of arranging administrative units, the first thing is to do ideological work thoroughly and thoroughly, with both the team of cadres, civil servants and people. When people understand that the merger is not an elimination of their homeland, but a way for their homeland to develop more strongly, they will be ready to accompany.

"When the ideology is clear, the road is opened, when the people's hearts are in agreement, all changes can be successful. And as we have seen, localities are currently implementing very drastically and strongly the work related to the arrangement of administrative units with the desire to create a breakthrough and strong development in the future" - Mr. Ta Van Ha emphasized.
