The dialogue conference has the theme: "Arousing the desire to get rich to develop a prosperous and happy country; confidently entering a new era".
The conference took place in a hybrid format, both in person and online.
Before the conference, the Central Committee of the Vietnam Farmers' Union organized many channels to receive questions, opinions and suggestions from farmers, cooperatives, experts, scientists and businesses operating in the fields of agriculture and rural areas.
As a result, about 2,000 questions, opinions and proposals were sent to the Government and the Prime Minister on issues related to agriculture, farmers and rural areas.
The 2024 Prime Minister's Dialogue with Farmers takes place at a meaningful and very important time, when our country is fully preparing for opportunities and favorable conditions to enter a new era, an era of national development. At the same time, it creates a basis for summarizing results, from which to make forecasts, assessments, and build policies and strategies for agricultural, farmer, and rural development in the coming period.
The conference is also very meaningful and necessary for the Prime Minister to directly listen to recommendations and proposals from farmers, cooperatives, experts, scientists, and businesses to effectively implement the policies of the Party and State.
The conference is also a practical basis to contribute to building the content of the Draft Political Report to be submitted to the 14th National Party Congress (term 2026 - 2031) on the issues of agriculture, farmers and rural areas.
This year's conference has many major issues that require unified decisions and policies from the Government and the Prime Minister, namely:
Firstly, it is necessary to improve mechanisms, policies and resources to support farmers in developing agricultural cooperatives and cooperatives; innovate production and business organization forms according to value chains and promote cooperation and close linkage between localities in each region and between regions, connecting global value chains.
Second: Develop plans for raw material areas and large-scale, concentrated commodity production according to market standards and requirements for key national product groups.
Mechanisms and policies to move towards the Netzero target, implementing the Project to develop 1 million hectares of high-quality rice, reducing emissions; developing carbon credits.
Third: Mechanisms and policies to support farmers and cooperatives in specialized areas, especially rice growers; support to promote concentration and accumulation of agricultural land for large-scale production; digital transformation in the agricultural sector; and expansion of agricultural insurance coverage.
Fourth: Resolve and remove technical barriers and international legal disputes, ensure the effectiveness of trade promotion activities, and stabilize the export market for agricultural products.
Policy on continuing to unblock credit flows to serve agricultural and rural development, especially for farming households, cooperatives, and businesses that have been affected by natural disasters and Typhoon Yagi.
Fifth: Innovate the form of organization and improve the quality of vocational training for farmers and rural workers associated with job creation, meeting the requirements of the 4.0 industrial revolution; develop inclusively, ensure social welfare equity in rural areas (equal access to resources, basic services, social welfare)...
