The Prime Minister requested not to lose State assets when arranging, streamlining the apparatus, and reorganizing administrative units.

Prime Minister Pham Minh Chinh has just issued Official Dispatch No. 138/CD-TTg on conducting a general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State.

The Prime Minister requires that ministries, central agencies, agencies, organizations, and units that merge, consolidate, separate, terminate operations, or transfer functions and tasks to other agencies, organizations, and units due to organizational restructuring, streamlining, or administrative unit reorganization must still perform the task of General Inventory until the official merger, consolidation, separation, or termination of operations.

At the same time, responsible for handing over the work that has been and is being implemented to the new Ministry, central agency, agency, organization, and unit.

Ministries, central agencies, agencies, organizations and units after merger, consolidation, separation and receiving functions and tasks are responsible for continuing to implement the remaining tasks, ensuring that the arrangement, streamlining of the apparatus and arrangement of administrative units do not affect the implementation of Project 213 (Decision No. 213/QD-TTg) and do not cause loss of State assets.

Direct agencies, organizations and units to review and strengthen the accounting, management and use of public assets, ensure full inventory of existing assets, and information on assets is fully and accurately inventoried according to the guidance of the Ministry of Finance.

Linking public asset inventory work with practicing thrift and fighting waste according to the Party's guidelines and policies and the State's laws.

During the inventory process, if assets are discovered to be unused, used for the wrong purpose, or used ineffectively, they must be promptly handled according to authority or reported to competent authorities for handling, without waiting until the end of the general inventory, to ensure that public assets are used for the right purpose, economically and effectively.

The Ministry of Finance is assigned to inspect the preparation and implementation of the General Inventory of ministries, central agencies, provinces and centrally run cities.

Ministries, central agencies, and provincial People's Committees inspect the implementation of the general inventory and report the results of the general inventory of agencies, organizations, and units under their management, focusing on subjects with large asset scale and number of inventory units, complex assets, and slow implementation progress.

Ministries managing sectors and fields under Project 213 are responsible for closely coordinating with the Ministry of Finance in the process of guiding the implementation of the General Inventory and synthesizing the general inventory data.

The Ministry of Finance is assigned to regularly update the progress of the national inventory, of each ministry, sector, and locality, periodically report to the Prime Minister and publicize it on the mass media.

Timely synthesize inventory data and propose solutions, mechanisms, policies, build databases and organize management to promote inventory results, improve effectiveness and efficiency in management, use and exploitation of public assets, and report to competent authorities.
