Prime Minister Pham Minh Chinh signed Official Dispatch No. 99/CD-TTg on ensuring the arrangement of administrative units and the operation of the 02 level local government organization model smoothly, effectively, and without interruption.
Accordingly, the Prime Minister requests the Chairmen of the People's Committees of provinces and centrally run cities to be responsible for:
a) Organize the implementation of arrangement, digitization, handover of documents and records of administrative procedures (AP) when the district level ends, merging communes and wards in accordance with regulations, ensuring no loss or loss of documents and records, affecting the tracing, searching and using of documents when required.
b) Organize the reception and settlement of administrative procedures in provinces and centrally run cities in accordance with regulations.
c) Focus on ensuring that 100% of online public services of provinces and cities before the merger must be integrated and provided on the National Public Service Portal smoothly and effectively, without interruption when arranging administrative units and implementing the 02 level government organization model, to be completed no later than June 28, 2025.
Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities direct specialized agencies and units to closely follow and effectively organize the implementation of tasks, solutions, and progress in providing online public services in Plan No. 02-KH/BCDTW of the Central Steering Committee on science, technology development, innovation, and digital transformation.
In addition, the Official Dispatch also stated that the Chairmen of the People's Committees of provinces and cities must complete the arrangement and assignment of cadres and civil servants in accordance with the conclusions of the Politburo, the Secretariat and the instructions on the new commune-level civil servant title standards of the Steering Committee for the arrangement of administrative units at all levels and build a model of local government at 02 levels.
The Chairmen of the People's Committees of provinces and centrally run cities take seriously the arrangement and assignment of working headquarters, vehicles and other assets to agencies, organizations and units at the commune level to ensure the necessary conditions to provide public services and handle administrative procedures in accordance with regulations, instructions of the Prime Minister and instructions of the Ministry of Finance.
The arrangement, transfer, and reallocation of assets must be implemented urgently, synchronously, and with specific plans to not disrupt or disrupt the operations of agencies, especially the provision of public services and handling of administrative procedures for people.
In case after the implementation of the arrangement and adjustment, there is still a shortage of assets, it is recommended that the People's Committees at the provincial level proactively carry out procurement and supplementation in accordance with current regulations, resolutely not allowing a shortage of facilities for work, affecting the operation of the 02 level local government model.
The Prime Minister assigned Ministers of Ministries, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to be responsible to the Government and the Prime Minister for implementing tasks and solutions to ensure the arrangement of administrative units and operation of the 02 level local government organization model smoothly and effectively, without interruption from July 1, 2025.
