Many expectations
Quang Nam and Da Nang are entering the final stage to officially operate the 2-level local government model from July 1, 2025.
The first trial operation from June 21 to 23 showed many positive signals: the organization processes were carried out methodically, the model of the commune-level public administrative center operated in the right direction, the staff grasped the profession well and the people initially benefited from the streamlining of the apparatus.

The positive signals during the trial operation have brought high expectations to people in the new communes and wards. Mr. Tran Van Lam (Tam Ky ward) shared: "Towards a new model, I hope administrative procedures will be resolved more quickly, without having to go around the commune to the district and then return as before".
Similarly, Ms. Nguyen Thi Hoa (Dai Loc commune) hopes to have dedicated tour guides, a spacious reception area, and adequate equipment to submit documents without having to wait too long.

From June 25, the last 87 wards and communes in Quang Nam and Da Nang provinces have simultaneously organized the trial operation of the 2-level government model.
This is the second operation, also the final general approval, to ensure the entire grassroots political system, so that the new Da Nang City is ready to officially and synchronously operate from July 1, 2025.
Aiming for an effective service apparatus

Despite many positive results, the trial also shows some obstacles that need to be overcome soon. In newly merged mountainous communes such as Hung Son and Nam Giang (Quang Nam), IT infrastructure is still weak: no stable headquarters, Wi-Fi is unstable, old computer equipment makes the processing of records interrupted. In Da Nang City, some communes still use low-speed network division devices, affecting the ability to operate the one-stop public service system.

Faced with that reality, Secretary of the Quang Nam Provincial Party Committee Luong Nguyen Minh Triet and Secretary of the Da Nang City Party Committee Nguyen Van Quang have strongly directed remedial measures: proposing support of 300 million VND/commune to supplement equipment, human resources and improve working conditions.
Commune-level public administrative centers are required to complete infrastructure, ensure good machinery and transmission lines, and have staff in charge of the process. Localities must also develop specific operational plans for the last 6 months of the year, complete internal coordination regulations, and be ready to serve people as soon as the model is officially operational.
On June 28, Quang Nam - Da Nang will organize a conference to learn from experience after the second trial. On June 30, the Central Government is expected to announce the decision to merge the two localities and complete the new government apparatus.

Da Nang City Party Secretary Nguyen Van Quang emphasized: "From July 1, we have no right to refuse the people anything. Therefore, in the upcoming operation, I suggest spending time focusing on the activities of the Public Administration Service Center, on the activities of the government at the level of the people...
Regarding requirements, Public Administration Service Centers must ensure infrastructure conditions, human resources, and workplaces. People coming must have a place to receive, a place to receive documents, a computer, and conditions for officers to work. Localities that do not meet these requirements must promptly reflect to have directions and solutions".
