This is an important preparation step, to ensure the process of transferring the organizational apparatus takes place smoothly and effectively before the official merger on July 1, 2025.
Step by step operating the two-level government model
According to the plan, 6 localities were selected to operate the first phase of the trial on June 21, including: Tam Ky ward, Dai Loc commune, Tien Phuoc commune (Quang Nam) and Thanh Khe ward, Ngu Hanh Son ward, Hoa Vang commune (Da Nang). These units are models representing complex urban, rural and merged areas.
According to Lao Dong in Tam Ky ward (new), merged from 3 wards of An My, An Xuan, Truong Xuan, the Ward Party Committee held its first conference, approving working regulations and a comprehensive resolution on leadership of tasks for the last 6 months of 2025.

Ms. Nguyen Thi Thu Lan - Secretary of the Tam Ky Ward Party Committee - said: "We highly agree on the contents of key actions, soon stabilize the Party organization and government, and complete assigned political tasks".
At the same time, the Vietnam Fatherland Front Committee of Tam Ky Ward also held a first conference to approve the operating regulations and action coordination programs, in which it especially emphasized the strengthening of supervision, social criticism, and perfecting the preparation apparatus for the Vietnam Fatherland Front Congress in August.

In Quang Nam, the (new) Dai Loc commune - merged from Ai Nghia town and 4 communes - held a conference of the Commune Party Executive Committee to connect online to the Quang Nam Provincial Party Committee and Da Nang City Party Committee. Tien Phuoc commune (new) also conducted a trial operation of the core contents of the 2-level government apparatus after the merger.
Bringing the government closer to the people
Many people hope that reorganizing the apparatus is not only an "administrative merger", but an opportunity for the government to operate more professionally, serve the people better, and overcome the overlapping and broken situation of the past.
Ms. Tran Thi Hong Minh, a resident of the new Tam Ky ward, shared: After the merger, I expect the new ward government to handle the work quickly, not letting people have to travel many times.
Especially in the context of many administrative procedures previously resolved at the district level, now brought to the ward, the more capable and responsible cadres are needed to better serve the people".

Mr. Truong Thanh Vinh - a resident of Tien Phuoc commune, hopes that the new commune government will quickly catch up, handle procedures and records quickly, be close to the people, and do well in the smallest things to continue to strengthen the people's trust.
The trial operation is part of the overall scenario developed in Plan No. 03 dated June 14, 2025 of the Steering Committee for Arrangement and Consolidation. Phase 1 takes place from June 21 to check readiness, detect bottlenecks in operations, personnel, and facilities to promptly adjust before the official merger date.
Through the first conferences of Party committees, People's Councils, People's Committees, and the Fatherland Front, localities have initially shown a proactive and decisive spirit, creating an important premise for the two-level government model to operate smoothly.
