At the working session, Politburo Member, Prime Minister Le Minh Hung requested the locality to focus on developing a modern border gate economy, effectively exploiting the advantages of Dien Bien Airport, Dien Bien Phu Special National Relic and Ban Flower Festival to create new growth momentum, striving to complete the goal of double-digit economic growth in 2026.
According to the province's report, in the first 6 months of 2026, Dien Bien's GRDP increased by 8.67%, higher than the national average. The service sector continues to be the main driving force for growth, accounting for 62.35% of the economic structure.
The index of industrial production increased by 16.03%; total retail sales of goods and consumer service revenue increased by 14.86%; import and export turnover increased by 26.68%. The whole province welcomed nearly 1 million tourists, with revenue reaching over 1,700 billion VND.

Notably, Dien Bien leads the country in disbursing public investment capital when reaching 54.3% of the plan in the first 6 months of the year. The province is also accelerating many key projects such as the Son La - Dien Bien - Tay Trang border gate expressway, building 9 ethnic minority boarding schools in border communes and implementing the rural power supply project "Bringing Dien Bien".
Member of the Party Central Committee, Secretary of Dien Bien Provincial Party Committee Tran Tien Dung proposed that the Government and ministries and sectors support localities in auctioning mineral exploitation rights, attracting investors, and at the same time adding wind power and solar power projects to the plan to exploit renewable energy potential.
At the working session, representatives of ministries and sectors assessed that Dien Bien's economic scale is still small, accounting for only about 0.3% of the country's GDP. Transport infrastructure, inter-regional connectivity and investment environment are still bottlenecks that need to be removed soon.

Concluding, Prime Minister Le Minh Hung assessed that the target of growth for the whole year 2026 reaching 11.02% is a major challenge when the province must grow by over 13% in the last 6 months of the year. According to the Prime Minister, Dien Bien has a lot of potential but has not created a breakthrough due to internal "bottlenecks" that have not been thoroughly addressed.
The Prime Minister requested Dien Bien province to innovate the growth model, build a modern border gate economy in Tay Trang and A Pa Chai, and gradually make Dien Bien a commercial, logistics and trade center of the Northwest region with neighboring countries.
Along with that, it is necessary to effectively exploit the advantages of Dien Bien airport, Dien Bien Phu National Special Relic, Muong Thanh field and Ban Flower Festival to develop tourism into an important economic sector; and at the same time promote processing industry, clean energy and high value-added agriculture.
The Prime Minister also requested Dien Bien to maintain its leading position in the country in disbursing public investment capital, striving to complete 100% of the 2026 plan.
At the same time, effectively implement the Provincial Plan after adjustment, prioritize investment in connecting infrastructure and concretize the "4 poles of growth" model. Take the Dien Bien Phu - Muong Thanh - Muong Phang center as the nucleus, aiming to make Dien Bien "no longer the end point but become an economic connecting point of the region".
