The Ministry of Defense promulgates Circular No. 25/2025/TT-BQP guiding the implementation of a number of articles of Decree No. 21/2009/ND-CP of February 23, 2009 of the Government detailing and guiding the implementation of a number of articles of the Law on Vietnam People's Army Officers on the regime and policies for the officer to stop serving in the army; Officers in the five sacrifices and died; The officer in the army moved to professional military personnel or defense officials, amended and supplemented a number of articles in Decree No. 52/2025/ND-CP of 1.3.2025 of the Government.
This Circular guides policies for officers who cease to serve in the army; officers in the army who died or passed away; officers in the army who are transferred to professional soldiers or defense civil servants; converting the time to receive one-time allowances according to the provisions of Decree No. 21/2009/ND-CP, amending and supplementing a number of articles in Decree No. 52/2025/ND-CP.
Subjects of application for officers who cease to serve in the army; officers in the army who died or passed away; officers in the army who are transferred to professional soldiers or defense civil servants; relevant agencies, units, organizations and individuals.
Notably, Article 6 of the Circular has mentioned the regime and policies for demobilized officers.
When officers stop serving in the army and are not eligible for retirement or cannot change jobs, they will be demobilized to their localities; when the competent authority decides on the demobilization, they will enjoy the regime and policies prescribed in Article 5 of Decree No. 21/2009/ND-CP, amended and supplemented in Clause 4, Article 1 of Decree No. 52/2025/ND-CP;

The Circular of the Ministry of National Defense also gave an example, comrade Hoang Tuan Manh, 32 years old, Senior Lieutenant, Lieutenant Captain, has a working period in the army of 14 years and 02 months (calculated as seniority of 14%), because the unit merged and could not adjust the arrangement, and was transferred to the locality from April 1, 2025.
The monthly salary for social insurance contributions in the previous month (March 2025) before Comrade Manh Vuong Tu is:
Senior Lieutenant's salary (coefficient 5.00): 2,340,000 VND × 5.00 = 11,700,000 VND.
Position allowance (coefficient 0.20): 2,340,000 VND × 0.20 = 468,000 VND.
Seniority allowance (14%): 12,168,000 VND × 14% = 1,703,520 VND.
Total: 13,871,520 VND/month.
Comrade Manh is entitled to a job creation subsidy; a one-time subsidy for demobilized servants as follows:
Employment creation allowance: 6 months × 2,340,000 VND = 14,040,000 VND.
One-time discharge allowance:
Comrade Manh has a working period in the Army of 14 years and 2 months (according to the instructions in this Circular, the working period in the Army is rounded to 14 years) the amount is:
13,871,520 VND × 14 years × 1 month = 193,781,280 VND.
