On the morning of October 14, the first Ho Chi Minh City Party Congress, term 2025-2030, officially opened.
Speaking at the opening of the Congress, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the formation of a unified urban area of Ho Chi Minh City - Binh Duong - Ba Ria Vung Tau is a strategic decision of the Party and State, demonstrating the vision and aspiration to build a new development driving force center of the country.
This is a historic step, opening a new era of development, towards the goal of peoples happiness, for the whole country, together with the whole country Ho Chi Minh City develops quickly, sustainably, modernly, affectionately and integratively - the Secretary of the Ho Chi Minh City Party Committee emphasized.
According to Mr. Tran Luu Quang, in the 2020 - 2025 term, Ho Chi Minh City has completed and exceeded most of the main development targets. The average GRDP growth rate reached 6.7%/year; GRDP per capita reached 8,224 USD, 1.7 times higher than the national average. The economic scale accounts for more than 23.5% of the country's GDP, contributing more than 1/3 of the total national budget revenue; the number of enterprises in the area accounts for 31% of the country.
The economic structure continues to shift strongly towards high-tech industry, high-quality services, green economy and digital economy. Labor productivity, competitiveness and the investment environment are constantly improving. The infrastructure system of transportation, urban, energy, and logistics is invested synchronously, creating a premise for regional linkages and international connections. State budget revenue has continuously increased, exceeding the estimate by an average of 10 - 15% per year, affirming the position of the economic locomotive of the country.
In addition to the outstanding results, Secretary of the City Party Committee Tran Luu Quang frankly acknowledged that the process of leading, directing and organizing the implementation of the Resolution of the Party Congress for the 2020 - 2025 term still exists and there are limitations that need to be promptly overcome.
With the spirit of companionship and creativity, modesty and openness, responsibility and aspiration, the Secretary of the Ho Chi Minh City Party Committee suggested that the Congress focus on implementing three major contents well.
The first Ho Chi Minh City Party Congress must be a Congress of faith, vision and action Mr. Tran Luu Quang emphasized.
Delegates need to discuss democratically and frankly, comprehensively recognizing the results achieved; at the same time, looking straight at the truth, deeply analyzing the causes of shortcomings and limitations, especially in the work of leading, directing and organizing the implementation of the Resolution of the previous term.
Mr. Tran Luu Quang asked the concerned questions: "We cannot be complacent with the results we have, nor can we be satisfied with ourselves. Where is Ho Chi Minh City in line of development with major regional and international centers? Have the potential, advantages, resources, identity and traditions of the City been promoted accordingly? Has the standard of living, income and happiness of the people really become a measure of development?".
From there, the Congress needs to draw profound lessons, clearly define goals, tasks, solutions and major decisions to build Ho Chi Minh City to develop quickly and sustainably, worthy of the expectations of the Central Government and the trust of the people.
HCMC is heroic in resistance, dynamic in innovation, creative in integration - and will rise stronger in the new era. That is the burning aspiration and responsible commitment of the entire Party Committee, of each cadre, party member, soldier and people of the city today to future generations - Mr. Tran Luu Quang expressed.
The Secretary of the City Party Committee suggested that the delegates contribute their enthusiastic, intellectual and responsible opinions on key development topics of the City; at the same time, participate in giving in-depth comments on the Draft Documents submitted to the 14th National Party Congress, demonstrating the affection, responsibility and trust of the Party Committee, government and people of Ho Chi Minh City towards the Central Government and the whole country.
