On September 7, the Ho Chi Minh City People's Committee issued a document directing the implementation of the State Audit's opinions on resolving policies and regimes according to Decree 178/2024/ND-CP.
For agencies, organizations, units, and localities that have been detailedly audited by the State Audit Office, the Ho Chi Minh City People's Committee requests to review all dossiers according to Decree 178/2024/ND-CP, Decree 67/2025/ND-CP and guiding documents of the Ministry of Home Affairs, Ho Chi Minh City People's Committee and the Department of Home Affairs.
Units must specifically report each case of errors and violations that the State Audit Office has mentioned for Ho Chi Minh City in Report No. 1212/BC-KTNN2, and at the same time report additional errors discovered through the review process.
The content of the report must clarify what the errors are, legal basis, actual basis, reasons for approval and payment, the amount approved, and the amount expected to be recovered or adjusted.
In addition, units must identify the causes and responsibilities of relevant collectives and individuals; the results of remediation and the handling of responsibilities for those involved.
In case the review results show that the content stated by the State Audit Office is not consistent with the actual dossier, the unit must provide specific explanations and provide complete dossiers and documents to prove it. The Ho Chi Minh City People's Committee requests not to report in general or only state opinions without documents as a basis.
Unaudited units must also be reviewed
For agencies, organizations, units, and localities that have not been thoroughly audited by the State Audit Office, the Ho Chi Minh City People's Committee also requested a comprehensive review.
The scope of review includes all cases that have been resolved policies and regimes according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP, both before and after the merger.
If errors or violations are detected, units must specifically report the content of violations, legal basis, actual basis and reasons for approval and payment; the amount of money spent, the amount expected to be recovered or adjusted; the causes and responsibilities of relevant collectives and individuals.
Notably, even if the review does not detect errors or violations, agencies and units must still have a written report of the results and be responsible for the accuracy of the report.
The Ho Chi Minh City People's Committee requests the heads of agencies, organizations, units, and localities to directly direct the review, inspection, and rectification of errors and violations.
Heads of units must be responsible before the Ho Chi Minh City People's Committee and before the law for the completeness, accuracy, and truthfulness of dossiers, data, explanation content and review results.
For detected errors, the head must direct to clearly identify the causes and responsibilities of collectives and individuals in each stage from advising, appraising, approving to organizing implementation; and promptly overcome and handle them according to regulations, to prevent loss and waste of state budget.
The Ho Chi Minh City People's Committee also clearly stated that if the report is incomplete, inaccurate, untruthful or slow to rectify and handle errors, the head must be responsible for organizing the implementation of the task of reviewing, reporting and rectifying within the scope of management.
The review deadline is September 10th.
According to the direction of the Ho Chi Minh City People's Committee, agencies, organizations, units and localities must send the review results report to the Department of Home Affairs before September 10, 2026 to summarize and advise the Ho Chi Minh City People's Committee to report to the Ministry of Home Affairs.
The Department of Home Affairs is assigned to summarize all review results and advise the Ho Chi Minh City People's Committee to report to the Ministry of Home Affairs before September 14, 2026.
At the same time, the Department of Home Affairs must make a list of agencies, units, and localities that are slow to report, do not report, report incompletely or have not clarified responsibilities and remedial measures to report to the Ho Chi Minh City People's Committee for consideration and direction.
