The Ho Chi Minh City Department of Home Affairs has just issued Official Dispatch No. 17424/SNV-CCVC to the People's Committees of 23 wards and communes, requesting to provide copies of dossiers for resolving policies and regimes for cadres, civil servants, public employees, and laborers in the process of arranging the organizational structure according to Decree 178/2024/ND-CP.
The localities required to provide dossiers include: Saigon, Xuan Hoa, Xom Chieu, An Dong, Binh Tien, Tan My, Chanh Hung, Dien Hong, Binh Thoi, Thoi An, An Lac, Binh Thanh, Go Vap, Phu Nhuan, Tan Binh, Tan Phu, Tang Nhon Phu, Linh Xuan wards; Tan An Hoi, Nha Be, Can Gio, Hoc Mon and Tan Nhut communes.
According to the Ho Chi Minh City Department of Home Affairs, the collection of dossiers aims to have a basis for reviewing, summarizing and advising the Ho Chi Minh City People's Committee to report to the Ministry of Home Affairs on the results of policy settlement for cases that have been decided to quit their jobs according to Decree 178/2024/ND-CP, amended and supplemented in Decree 67/2025/ND-CP.
Wards and communes are required to review and provide records being managed and stored from district-level administrative units before July 1, 2025.
Due to the urgent requirement according to the direction of the Prime Minister, the Ministry of Home Affairs and the Ho Chi Minh City People's Committee, the Department of Home Affairs requests localities to urgently implement and send dossiers to the Department of Home Affairs through the Department of Civil Servants and Public Employees before September 8, 2026.
The Ho Chi Minh City Department of Home Affairs noted that if late submission of dossiers affects the results of Ho Chi Minh City's report to the Ministry of Home Affairs, the People's Committees of wards and communes must bear full responsibility before the Ho Chi Minh City People's Committee.
According to the official dispatch dated August 29 of the Ministry of Home Affairs, the review aims to implement the direction of the Deputy Prime Minister after the State Audit Office discovered a number of violations and errors in the process of resolving policies for cadres, civil servants, public employees and employees who quit their jobs due to organizational restructuring.
Localities must inspect and ensure that policy beneficiaries are the right subjects, the settlement of regimes fully complies with procedures and is responsible for the results of implementation.
For the units mentioned in the audit results, the Ministry of Home Affairs requests to provide information on relevant recommendations and conclusions; clarify the responsibilities of each agency and organization in identifying beneficiaries of policies and implementing the settlement process.
For each case mentioned in the audit report, units must have specific opinions. If errors are detected in the process of review, inspection or examination, localities must report and propose timely remedial plans.
The review results must be sent to the Ministry of Home Affairs before September 15, 2026 for synthesis and reporting to the Prime Minister for consideration and decision.
Decree 178/2024/ND-CP was issued by the Government at the end of 2024, stipulating policies and regimes for cadres, civil servants, public employees, laborers and armed forces in the process of arranging the organizational structure.
After that, the Government issued Decree 67/2025/ND-CP dated March 15, 2025 amending and supplementing a number of contents of Decree 178.
People eligible for application may be granted early retirement or resignation and enjoy allowances according to regulations, depending on working time, time of retirement and the remaining years until retirement age.
