Arrange a new organizational model based on the spirit of "running and queuing at the same time"
This afternoon (January 23), the 13th Party Central Committee Conference solemnly opened in Hanoi.
According to VNA, General Secretary To Lam chaired and delivered the opening speech at the Conference. Politburo member and President Luong Cuong chaired the opening session.
In his opening speech at the Conference, General Secretary To Lam stated that the Central Committee will discuss and give opinions on 5 contents, including 3 important groups of issues:
Summary of Resolution 18 of the Central Committee on innovation, reorganization of the political system to be streamlined, effective and efficient; Project to supplement the GDP growth target of 8% or more in 2025 and double-digit growth in the period 2026 - 2030; personnel work under the authority of the Central Committee; report on reviewing the direction and administration of the Politburo and Secretariat in 2024; report on inspection and supervision work in 2024 and the inspection and supervision program in 2025.
Suggesting some contents for the Central Committee to study, discuss and decide, the General Secretary emphasized the group of issues summarizing Resolution 18. This is the most important content of this Central Conference.
General Secretary To Lam said that, implementing the Central Committee's conclusion at the conference on November 25, 2024, on the basis of inheriting the results of implementing Resolution 18 from 2017 to present, the Politburo and the Secretariat have directed very strongly to urgently summarize Resolution 18 and arrange a new organizational model in the spirit of "running while lining up", not being perfectionist but also not hasty with systematic and scientific implementation steps, ensuring compliance with the Party's charter, regulations, principles, and directions of the Central Committee.
In just 2 months, the Politburo and the Secretariat have issued 21 conclusions and decisions, and the Central Steering Committee on summarizing Resolution 18 has also issued 39 documents guiding the organization and implementation of activities related to summarizing this Resolution.
The General Secretary pointed out that the Central Party agencies, committees, Government, National Assembly and Central political and social organizations have all taken the lead in setting an example in urgently implementing the review and completion of functions and tasks, and arranging internal units according to the orientation.
The Government has promptly issued policies to ensure the rights and interests of cadres, party members, civil servants, public employees, and workers, contributing to relieving concerns and facilitating the reorganization process. Localities have also actively and proactively implemented, summarized, researched, and proposed plans to streamline, terminate operations, merge, and consolidate agencies in accordance with the direction of the Central Government.
Many contents have strong reform nature such as reducing units, eliminating intermediaries.
The summary of Resolution 18 and the reorganization of the political system have received the consensus, support, and high appreciation of cadres, party members, and the people; implemented in accordance with the spirit of the Central Committee not waiting for the provincial level, not waiting for the district level, and not waiting for the grassroots level. Overall, up to now, many tasks have exceeded the set schedule, ensuring the correct direction of the Central Committee.
The General Secretary affirmed that the work was carried out smoothly and quickly because it inherited the results of the work of arranging the organizational apparatus that had been carried out in many previous terms. Many practical issues regarding the apparatus had been assessed and found to be cumbersome, overlapping, and ineffective. Now that the Central Committee has raised the issue of summarizing, it has quickly received high consensus within the Party and among the people, because these are issues that have matured and are clear.
On that basis, the Politburo submitted to the Central Committee for comments on the summary report of Resolution 18 and the plan to arrange and streamline the political system apparatus with many strong reform contents such as reducing units, eliminating intermediaries in the agencies of the Party, National Assembly, and Government, and proposing a plan to not organize district-level police in the People's Public Security system.
These are particularly important and revolutionary issues. General Secretary To Lam suggested that the Central Committee focus on discussing, evaluating and giving opinions to create consensus and determination in organizing and implementing, and at the same time giving opinions on the work that needs to continue to be implemented to ensure streamlining the organizational apparatus associated with restructuring the staff to ensure effective and efficient operations, meeting the development requirements of the country in the coming period; with the spirit of a Party member, with practical experience in managing work and the reality of social life in the locality and unit to reflect and give sincere and frank opinions on the contents of staff arrangement and assignment.
