Rename the Central Economic Committee into the Party's Strategic Policy Research Department.

Instead, the Central Party Committee of the Vietnam Fatherland Front and Central Organizations will be established, expected to have 30 units, with the President of the Vietnam Fatherland Front as Party Committee Secretary.
Establish the National Assembly Party Committee, including agencies under the National Assembly, the Procuracy, and the Court. The National Assembly Chairman is expected to be the Party Committee Secretary.
Establishment of the Government Party Committee with 200,000 members with the Prime Minister as Party Secretary.
