On September 6, at the Party Central Committee Headquarters, the Politburo met to give opinions on the draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030, and the directions and tasks for socio- economic development for the 5 years 2026 - 2030.
The meeting was attended by General Secretary and President To Lam . Also attending the meeting were Politburo members: Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat Luong Cuong and other Party and State leaders.
Concluding the meeting, General Secretary and President To Lam emphasized that the 14th Party Congress's Socio-Economic Subcommittee has seriously absorbed the opinions of the Party Central Committee members at the 9th Conference of the Party Central Committee, studied a number of specialized topics on important and key areas; studied the contents of the Central Committee and Politburo's resolutions to include in the draft Report; promptly updated the contents to ensure consistency between the two Reports with the principle that the Political Report is the center and the Socio-Economic Report is a specialized report.
General Secretary and President To Lam noted that the implementation of the Strategy takes place in the context of complex and unprecedented developments in the world and in the country, with heavier impacts than forecast. Our country is deeply affected by adverse factors from the external environment, especially the COVID-19 pandemic, military conflicts in regions...
In that situation, we still achieved many important, outstanding, and quite comprehensive results, basically completing the set goals. Our country is classified as an emerging industrial country , surpassing the low middle income level. The human development index has improved, creating a foundation for higher development in the following period.
Based on the viewpoints and development goals, General Secretary and President To Lam requested that the Report should further clarify the main tasks and solutions to continue perfecting the development institution, improving the quality of the socialist-oriented market economic institution; strongly developing science, technology, innovation and digital transformation; continuing to fundamentally, comprehensively, effectively and substantially innovate education and training; promoting industrialization, modernization, and economic restructuring associated with growth model innovation; developing synchronous infrastructure; developing culture, ensuring social progress and equity; effectively managing and using resources; protecting the environment; consolidating and strengthening national defense, ensuring national security, improving the effectiveness of foreign affairs; international integration, ensuring social order and safety; promoting the building of a socialist rule-of-law state.
The Politburo requested the 14th Party Congress's Socio-Economic Subcommittee to urgently complete the Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030, and the directions and tasks for socio-economic development in the 5-year period 2026 - 2030 to submit to the 10th Conference of the 13th Party Central Committee.
