Right from the early days of establishing the country, in the letter to the United Nations, President Ho Chi Minh stated that Vietnam wanted to be friends with all countries, expressing the desire to "implement the open and cooperative policies in all fields".
This can be considered the first "declaration" on the approach of the Democratic Republic of Vietnam to the international community.
The idea of "combining national strength with the strength of the times" has been creatively applied by our Party over the past 80 years, always linking our country's revolution with the progressive trend of the times and the common cause of humanity.
Entering the renovation period, our Party determines that want to be peaceful and developed, we must open the door with the outside, cooperate with other countries, in which international integration is the form and high level of development of international cooperation. In other words, international integration is "put the country in the main flow of the times, the beating and the beat, breathing and the breath of the times", increasing its strength through connecting with the world.
The Party has proposed a policy of international integration, first of which is economic integration, then comprehensive integration to unblock and expand relations with countries and international organizations, take advantage of external resources for socio-economic development and enhance the role and position of the country, bringing Vietnam into world politics, the international economy and human civilization.
Our country is entering the era of prosperity, mighty, "rich, strong, democratic, fair, civilized people" requires a new position, new position and thinking, new approach to international integration. The introduction of the Politburo's Resolution 59-NQ/TW of January 24 In which international integration shifts from receiving to contribution, from extensive integration to fully integration, from the position of a country behind to a state of rising, pioneering in new areas.
Our Party identifies international integration as an important strategy to strengthen political position, promote economic development, ensure national security, and enhance the country's influence on the world map. International integration has gradually developed over time, from limited, selective integration, towards the spirit of a systematic, simple economic integration to the current "row and comprehensive international integration".
The 9th Party Congress first sets out the policy of "international economic integration". The 11th Party Congress marked a shift in thinking from "international economic integration" to "international integration in all fields". Resolution No. 22-NQ/TW on international integration on April 10, 2013 of the Politburo is the concretization of the international integration policy with the policy of "proactive and active international integration".
Most recently, at the 13th National Party Congress, this strategic orientation was once again developed and further improved to " proactive, active, comprehensive, extensive and effective international integration".
In 40 years of renovation, Vietnam's international integration process has achieved important results, of historical significance. From an isolated country, Vietnam has established diplomatic relations with 194 countries in the world, has strategic partnerships and comprehensive partnerships with 34 countries, including all permanent members of the United Nations Security Council, major countries; is an active member of over 70 regional and international organizations, with extensive and substantial political, defense and security relations.
From a poor, backward, low-educated, surrounded and embargoed economy, Vietnam has become one of the 34 largest economies in the world, with an economic scale increase of nearly 100 times compared to 1986, the average income per capita increased from less than 100 USD to nearly 5,000 USD.
Participating in multi -layered international economic cooperation and cooperation agreements, especially 17 Free Trade Agreements (FTAs) have linked Vietnam with more than 60 key economies, participating deeper into production chains, global supply, bringing Vietnam to the group of 20 largest commercial countries in the world; Located among the 20 most foreign -invested economies in the world from 2019 to the present, one of the 10 countries with the largest remittance in the world.
However, taking it comprehensively, seriously and objectively, the results of implementing international integration policies still have points that are not really as expected, have not achieved the set goals, and have not met development requirements, especially there are still many shortcomings, limitations, barriers, and bottlenecks that are hindering development. International integration brings many opportunities, but also brings many challenges and negative aspects such as: unfair competition, unsustainable growth, increasing gap between rich and poor, environmental pollution, the risk of "diversion", "cultural cravings", "self-evolution", "self-transformation", "wasting trust" internally...
The world is facing fundamental changes of the times, profound changes in all aspects under the impact of major shifts in politics, economy, culture, society, science and technology. The period from now to 2030 is the most important period to shape and establish a new world order.
These changes are creating a more multi -dimensional international environment, opening up great opportunities and many great challenges for the country. During the intersection, the transition between the old and the new, small and medium countries are often placed in passive, unable to adapt. In this conversion, if not timely catching up with the world, identifying and taking advantage of the opportunity to put the country in the right flow of the era in the next 10 years, the next 20 years, the risk of lagging will be more present than ever.
The current strength of the era is the political, economic and social trends in the world such as peace, cooperation and development, democratization of international relations, sustainable development trends, cooperation and economic cooperation trends; is the power of the international community agreed in creating and strengthening the multi -polar world, multi -central, democratic, fair, equal, based on international law and especially the scientific and technological revolution that is opening an endless development space based on knowledge and human potential.
Facing a historic moment, the country needs historic decisions. Inheriting the affirmed values, Resolution 59 has grasped the flow of the power of the times and "enhanced" international integration with revolutionary, breakthrough, national, scientific, and highly relevant viewpoints.
First of all, along with national defense and security, "promoting foreign affairs and international integration" is an important and regular task. The constant important spirit in international integration is to mobilize resources and favorable conditions outside for the goal of protecting the Fatherland and developing the country early and from afar; ensure the highest national - ethnic interests, best ensure the interests of the people.
Secondly, in awareness, international integration must be the career of the entire people, of the entire political system, under the leadership of the Party, the management of the State. People and businesses are centers, subjects, motivation, homeowners and beneficiaries of the benefits of international integration. Integration but still retain national identity, integrate, integrate but not dissolve.
Thirdly, international integration must be on the basis of internal force that plays a decisive role, increasing internal resources in parallel with external enlistment. Internal force is the main resource, the root for strength, so it must always be promoted to ensure the initiative, independence and self -resilience, but at the same time, it is necessary to take advantage of all resources from the outside to combine and supplement the internal force. Fifth, international integration must be synchronous, comprehensive, and extensive, in which fields must be closely linked and complement each other in an overall strategy with focus, key points with appropriate roadmap and steps.
We are facing a request to have a revolution with strong and comprehensive reforms for development. Along with the "innovation spirit" on the organizational structure of the political system of Resolution No. 18; "Breakthrough ideology" on scientific and technological development, innovation and transformation of national numbers of Resolution 57; Orientation on international integration is the "action handbook" of Resolution 59 will create a "strategic trio" in the focus of "long -term stability - sustainable development - advanced life" outlined by the Party. The current revolutionary period, we need to be drastically and effectively implemented in the following directions:
One is the new thinking, awareness and actions in international integration must be thoroughly grasped deeply, coming to life. Accordingly, the awareness of proactive, active international integration, comprehensive, extensive and effective is a major strategic orientation of the Party, is an important motivation for the development and defense of the Fatherland, making progress, social justice, environmental protection, preserving and promoting the national cultural identity that needs to be unified from the central to local levels, to each organization, each citizen. The guidelines and policies of the Party and the State on international integration, requirements, tasks, opportunities, interests, responsibilities and obligations of Vietnam in international integration should be disseminated and thoroughly grasped throughout the Party, the entire people and the entire army.
Secondly, economic integration is identified as a center, integration in other areas must facilitate economic integration with a top priority, restructuring the economy, renewing growth model and promoting digital transformation. Focusing on advantages and potentials, prioritizing mobilizing resources for key fields and projects such as strategic infrastructure of traffic and energy such as high -speed rail, highways, seaport systems, airports; nuclear, wind and solar power plants; Reduce emissions and neutralize carbon to avoid wasting and highly effective, especially in the context of digital transformation and industrial revolution 4.0 today. Effective use of international economic commitments, agreements, especially new generation FTAs, to enhance benefits, do not depend on a few partners. Improve domestic institutions to improve the capacity to enforce international commitments and agreements. Building appropriate specific mechanisms and policies to promote high quality FDI attraction, especially in emerging, important areas, new motivation for increasing labor productivity such as information technology, telecommunications, semiconductor chips, artificial intelligence ... there is a suitable policy to promote foreign investors to transfer technology, management, professional skills for Vietnamese enterprises and labor. Encourage Vietnamese enterprises to invest and invest effectively abroad, build national brands of international level.
Thirdly, political, security and defense integration must be aimed at improving the potentials and positions of the country, defending the Fatherland early, from afar, since the country is not in danger. International integration must effectively promote the network of partnerships that have been established to increase political reliability, take advantage of resources for development, solve remaining problems by peaceful measures, strengthen cooperation on the basis of respect and compliance with international law. Strengthen coordination with partners to effectively respond to traditional and non -traditional security challenges such as the East Sea issue, water security, food security; Anti -pollution, epidemics, cybercriminals, transnational crimes ... With the new and new force, we can rise to play a core, lead and reconcile role in appropriate fields; contribute more positively to international peacekeeping, rescue and rescue activities; Diversifying defense and security cooperation, developing the defense industry, self -reliance, self -reliance, modern and dual use.
Fourthly, science, technology and innovation must be determined as the most important breakthrough, which is the driving force for rapid development of production forces, perfecting production relations in the spirit of Resolution 57.Therefore, international integration in science, technology and innovation must be aimed at bringing standards, regulations on domestic science and technology as close to advanced international standards.Thereby, quickly improving the national competitiveness, expanding the country's development space, mobilizing, taking advantage of international resources and promoting domestic resources to develop priority industries, spearheads, emerging industries and innovative fields.
Fifth is to promote comprehensive integration of culture, society, tourism, environment, education - training, health and other fields. In terms of culture, integration must be associated with preserving, promoting and advertising ethnic culture; developing cultural industries, content industries, cultural products and brands with quality and global competitiveness. In health, strengthen cooperation in research and application of science in health in people's health care, develop a number of international-level specialized health centers to treat and treat diseases according to the motto "Infended-Western Medicine".
Regarding education - training, promoting standardization, innovation and improving the quality of education of domestic and international training institutions. Regarding tourism, expanding, diversifying the market, focusing on potential markets, with large guests, high spending and long -term accommodation. Regarding labor, implementing high -quality human resource development mechanisms, improving lifelong learning skills, capacity and productivity of Vietnamese labor force. Seventhly, promoting the spirit of Resolution 18 in international integration, consolidating specialized agencies in the direction of fine, compact, strong, modern and professional. The goal is to bring these mechanisms more effectively, creating changes in coordination of international integration among levels, sectors, localities and each citizen and businesses. Considering the work of cadre as "root", building a contingent of officials in the integration, with high expertise, high skills, on par with international, capable of participating in reconciliation and international dispute resolution. Innovating and improving the initiative and creativity of localities, people and businesses in international integration.
Finally, international integration is only successful when it integrates into an voluntary culture of all organizations, individuals, businesses, and localities; promotes the central role, active, proactive, and creative participation of people, businesses, and localities in linking international integration and domestic integration, connecting regions, areas, localities, connecting sectors, fields, connecting research and implementation... to bring integration into specific results.
Our Uncle Ho has creatively applied the idea of combining national strength with the strength of the times, finding the path of saving the country, bringing Vietnam to escape from slavery, regain independence and freedom for the nation. In the world of interdependence like today, the development of each nation - the nation cannot be isolated, standing outside the impacts of the world and the era, of the time and its situation. Following Uncle Ho's example, we have to catch up with the movement of the world, find the path to bring peace, stability, prosperity, develop and build a higher and stronger position for the country in the new era.
The country is facing a great opportunity to rise, but the challenge is also huge. The achievements of integration up to now have contributed to accumulating position and strength for the next breakthrough. Following that spirit, Resolution 59 marks an important shift in our Party's thinking and orientation towards international integration in the coming period, creating momentum to move the country towards the glorious throne of independence, freedom, happiness, prosperity and eternity.
