On August 9, the Kim Thanh Commune Party Committee (Hai Phong City) held its first Congress of Delegates for the 2025-2030 term. The Congress identified agricultural development in the direction of specialization, application of new technology, promoting a circular economy, improving productivity and product value. At the same time, focus on building a strong political system, improving the quality of the staff, promoting digital transformation associated with green and sustainable development.
In the 2025-2030 term, the Kim Thanh Commune Party Committee sets 25 main targets. Some notable indicators include: increasing budget revenue by an average of 10%/year; the value of manufactured products increases by 14%/year; the value of products per hectare of agricultural land reaches VND500 million by 2030; average income per capita increases by 10%/year; the rate of poor households below 1%; 100% of schools meet national standards; the rate of people participating in health insurance reaches 97%; striving to meet model new rural standards by 2029.
Two breakthroughs are identified: building a team of qualified and capable cadres who dare to think, dare to do, dare to take responsibility, and be dedicated to serving the people; mobilizing all resources to invest in urban infrastructure, prioritizing the development of transportation, industry, services, science - technology, and digital transformation.
At the Congress, Mr. Nguyen Duc Tuan - Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Hai Phong City praised the outstanding results that the Party Committee and people of Kim Thanh commune have achieved in the recent term. The Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hai Phong City suggested that the locality continue to promote the spirit of solidarity, effectively exploit potential and strengths, strive to build modern rural areas, civilized farmers, and move towards a model urban area.
Mr. Nguyen Duc Tuan emphasized the requirement for Kim Thanh commune to urgently review and integrate the planning, ensuring inter-regional connectivity, especially with the East - West development axis of the city. The locality needs to mobilize resources to implement 10 key projects in the 2025-2030 term, prioritizing traffic investment, solidifying canals, building schools, administrative centers and new residential areas.
The Congress and the Standing Committee of the City Party Committee announced the decision to appoint the Executive Committee of the Kim Thanh Commune Party Committee consisting of 29 comrades; the Standing Committee of the Party Committee consisting of 11 comrades. Mr. Nguyen Ngoc Tuyen continues to hold the position of Party Committee Secretary; Mr. Vu Van Hai holds the position of Standing Deputy Secretary; Mr. Nguyen Van Nghiep, Chairman of the Commune People's Committee, holds the position of Deputy Secretary of the Party Committee.
