The Department of Agriculture and Environment of Ho Chi Minh City said that the time frame from now until the end of the year is only over 100 working days, not enough to fully complete the process of building a new price list. Therefore, this agency proposes two options to apply for the post-merger period.
Option one is that the Ho Chi Minh City People's Committee approves the Department of Agriculture and Environment to select a consulting unit in the form of bidding appointment and applying shortened procedures, in order to issue the first land price list on January 1, 2026.
Option two is to keep the three land price lists issued in Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau before merging and integrating into a common price list applicable from January 1, 2026 until a new price list is available.
According to the analysis of the Department of Agriculture and Environment, all three price lists have just been adjusted, issued legally and are still valid until the end of 2025. Keeping prices unchanged will help stabilize the real estate market during the slow recovery period, accurately reflecting the absorption capacity of each area and creating more time to prepare a synchronous database for a unified price list.
Therefore, the proposal made by the Department of Agriculture and Environment to keep prices unchanged in the 2026 land price lists, integrated from the 3 current land price lists of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau is the right solution, in accordance with both the law and reality.
Also according to the information provided by the Department of Agriculture and Environment of Ho Chi Minh City in the report on land appraisal results of works and projects in the area, it is expected that in 2025, the total revenue from land appraisal activities will reach more than 86,000 billion VND, applied to 153 works and projects.
According to the Department of Agriculture and Environment of Ho Chi Minh City, since the beginning of the year, the People's Committee of the city has approved specific land prices for 9 projects, with a total revenue of more than VND 52.599 billion. Notable are the Thu Thiem Smart Complex ( Functional area 2A, Thu Thiem New Urban Area) worth over VND 16,190 billion and the land in Long Hoa commune, Can Thanh town (old Can Gio district) under the Can Gio Coastal Urban Area project worth over VND 27,317 billion.
From now until the end of the year, it is expected that 23 more projects will be submitted for appraisal, of which 18 projects have an estimated revenue of about VND 7,956 billion; 5 other projects are determining land prices according to the conclusion of the Politburo.
In addition, the auction of 3 plots of land in the Thu Thiem New Urban Area is in the stage of selecting a consulting unit for the starting price appraisal. The commune level has implemented a 1/500 planning and prepared an investment policy decision for 7 land plots outside Thu Thiem.
The Department of Agriculture and Environment is also consulting with departments and branches to complete the report to the City People's Committee on the auction plan for 3,790 apartments in An Khanh ward according to the city's direction.
