On August 14, speaking at the Dialogue Forum with businesses on fire prevention and fighting - rescue (PCCC - CNCH), security, safety and digital transformation to serve the country's socio-economic development and the opening ceremony of the International Exhibition "On technology, fire prevention and fighting - CNCH equipment and security, safety and protection equipment" in 2025, the Prime Minister set out many important tasks to ensure security, safety and people's safety.

Prime Minister Pham Minh Chinh emphasized that PCCC & CNCH is a field directly related to the lives and property of the people, the State and the development of the country. Recently, many fires and explosions and natural disasters have caused serious damage, leaving deep pain and lessons. Therefore, organizing a forum is extremely necessary, in order to exchange, listen to feedback, propose solutions, aiming to prevent, push back and minimize the consequences.
The Prime Minister emphasized two requirements: First, do not let or minimize the risk of fire and explosion and natural disasters. Second, if an incident occurs, it is necessary to minimize the consequences, especially human losses, while quickly overcoming, stabilizing life and production.

Prime Minister Pham Minh Chinh emphasized that it is necessary to proactively prevent and minimize damage to fire prevention and fighting and rescue, and quickly overcome the consequences when an incident occurs. The entire political system, businesses and people need to build a culture of fire and disaster prevention, improve response skills to protect life, property, and keep the country peaceful.
Prime Minister Pham Minh Chinh said that the work of fire prevention and fighting & rescue and natural disaster prevention has achieved many important results thanks to the leadership of the Party, the direction of the State, the efforts of ministries, branches, localities, the core being the People's Public Security force, the People's Army and the support of people and businesses. However, to do better, it is necessary to build a "safe culture": each individual and each organization must voluntarily prevent, improve situation handling skills, and be ready to respond when incidents occur.
Prime Minister Pham Minh Chinh called on the entire political system, business community and people to continue raising awareness, equipping skills, proactively preventing and responding effectively to all risks of fire and explosion and natural disasters. "We must be determined to avoid any painful losses, and if they do not happen, we must minimize damage and quickly overcome it, so that the country can develop safely and sustainably" - Prime Minister Pham Minh Chinh emphasized.
At the conference, the Prime Minister requested the Ministry of Public Security, the Government Office and relevant agencies to synthesize all comments contributed and exhibition results to issue appropriate legal documents, regulations and instructions to ensure effective implementation in the coming time. Although there are currently laws, decrees, directives and instructions, the practical situation requires continuous supplementation and improvement to meet new requirements.
