On the afternoon of July 30, at a press conference for the second quarter of 2025 organized by the People's Committee of Can Tho City, Mr. Mai Van Tan - Director of the City Department of Construction informed about the project to upgrade and expand National Highway 91 (section from Km0-Km7).
The Director of the City Department of Construction said that the total construction area is about 27 hectares, of which the land area that needs to be cleared is 7 hectares, the total number of affected households is 1,079 households.

According to Mr. Mai Van Tan, currently, the investor is coordinating with the Land Fund Development Center and localities to carry out compensation work for households, but to date, compensation has not been completed.
"Recently, construction was expected to start in September, but due to the lack of site clearance, it will be postponed to the fourth quarter, after having the new site, construction will start," said Mr. Mai Van Tan.
Regarding the remaining cost of about VND3,000 billion, Mr. Mai Van Tan said that the investor is coordinating with the Land Fund Development Center to apply a 70% price to the remaining households, then compensate and pay these households.
Mr. Mai Van Tan also said that currently, the investor is coordinating with the Department of Construction and the Land Fund Development Center to review and recalculate compensation costs. After being directed by the city, the units will continue to coordinate to review which stage and at which unit the surplus is from, then have advice and handle according to regulations.

According to the Can Tho City Construction Investment Project Management Board (investor), the total number of cases affected by the project is about 1,079 cases. Of which, 867 new cases were affected; 212 cases (old) previously implemented by the Department of Transport in the old project from the Bus Station - Tra Noc Intersection had a decision approving funding and reclaiming land.
To date, there have been decisions approving 377/867 cases (43.48%) and 9 infrastructure items with a budget of 822.787 billion VND. There are still 490/867 cases (56.51%) that have not approved the compensation, support and resettlement plan with a budget of VND 1,242.846 billion.
111/377 cases (29.5%) have been paid with a budget of VND 411.180/822.787 billion. Of which, 26 cases have received money and handed over the site and the remaining 85 cases have committed to handing over the site when the project is under construction.
Previously, at a working session with the Prime Minister and ministries and branches on July 13, Chairman of the People's Committee of Can Tho City Tran Van Lau reported on the project to upgrade and expand National Highway 91. According to the Chairman of the People's Committee of Can Tho City, the project to upgrade and expand National Highway 91 from Km0 - Km7 with a total investment capital (according to initial calculations) of more than VND 7,200 billion, of which the cost of compensation and site clearance is about VND 5,556 billion, the rest is construction cost.
However, Mr. Tran Van Lau said that up to now, the total actual compensation cost has been calculated at only about VND 2,400 billion, so the additional cost of this project is more than VND 3,000 billion.
"This project's initial estimate was not accurate, so there was a surplus of more than VND3,000 billion. Thus, the total investment of the project is reduced by more than 3,000 billion VND. The city proposed to allow the establishment of a new project," said Mr. Tran Van Lau.
