On February 3, Minister of Justice Nguyen Hai Ninh and Deputy Minister Dang Hoang Oanh worked with units on the draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.
According to the report of the Department of Inspection of Legal Documents, the current draft Resolution has been revised and structured to include 15 articles (1 article less than the draft Resolution submitted by the Government to the National Assembly Standing Committee, attached with Submission No. 23/TTr-CP), stipulating: principles; implementation of functions, tasks, and powers of competent agencies, organizations, units, and individuals; names of competent agencies and titles; implementation of administrative procedures; activities of temporary detention, temporary imprisonment, prosecution, and execution of judgments; implementation of specialized inspection functions;
Authority to sanction administrative violations; international treaties and international agreements signed by Vietnam; documents and papers issued and promulgated by competent agencies and individuals; use of seals; review and process documents and resolve issues arising during the reorganization of the apparatus.
In the process of finalizing the draft Resolution, the Ministry of Justice has studied and absorbed the opinions of the National Assembly's Law Committee; at the same time, proposed a number of contents that need further discussion and debate, such as: Names of competent agencies and titles; use of seals; review and amendment of legal documents; effective date and duration of application of the Resolution.
Based on the proposal of the Department of Inspection of Legal Documents, representatives of the units discussed and gave opinions to specifically revise each article and clause of the draft Resolution.
Concluding the working session, Minister of Justice Nguyen Hai Ninh requested the Department of Inspection of Legal Normative Documents to continue to coordinate with the National Assembly's Law Committee; receive comments and discussions to complete the Report on reception and explanation.
On the same day, Minister Nguyen Hai Ninh and Deputy Minister Nguyen Thanh Tinh worked with units on the draft Law on Promulgation of Legal Documents (amended).
