The content that attracted much attention in Notice No. 25/TB-VPCP concluding the ninth meeting on January 15, 2025 of the Government's Steering Committee for Administrative Reform (Government Steering Committee) was the development of outstanding policies to resolve policies for cadres, civil servants, and public employees when restructuring the apparatus.
The announcement just released by the Government Office clearly stated that in recent times, the reform of the organizational apparatus has had many revolutionary breakthroughs, which have been urgently and drastically implemented by the entire system so that the new streamlined, effective and efficient state administrative apparatus can be put into operation from the first months of 2025.
Along with the request for ministries, branches, localities, and members of the Steering Committees at all levels to focus on implementing administrative reform tasks, the Government Steering Committee requested to concentrate resources to effectively implement Resolution No. 18-NQ/TW on continuing to innovate and reorganize the apparatus.
Including reviewing and proposing plans to restructure the organizational structure of agencies and units according to the direction of the Central Steering Committee, ensuring streamlining, efficiency and effectiveness;
Review and issue documents within authority and submit to competent authorities for issuance of documents to implement the National Assembly's Resolution on handling legal contents related to the apparatus organization to ensure the normal operation of the agency or unit after the apparatus arrangement.
Complete legal regulations to promote decentralization and delegation of power, and improve coordination between levels and sectors in performing state management tasks.
Effectively implement resolutions of the National Assembly Standing Committee approving plans to reorganize administrative units at district and commune levels.
Ministries, branches, localities, and members of the Steering Committees at all levels are also required to effectively implement the assigned tasks in the 2025 Key Administrative Procedure Reform Plan, the License Reduction Program at ministries, branches, and localities, and transfer some licensing tasks and activities to enterprises and social organizations for the 2025-2030 period, and the Resolution on comprehensive innovation in handling administrative procedures and providing public services regardless of administrative boundaries immediately after the Government issues them.
Strictly control and cut down, simplify administrative procedures, reduce inconvenience and costs for people and businesses right from the stage of drafting legal documents.
Focus on successfully piloting the model of one-level public administrative service centers under the provincial People's Committee in 5 localities.
