Security situation at Dung Quat Oil Refinery in 2024
In 2024, security and order at Dung Quat Oil Refinery will be basically stable, creating favorable conditions for the continuous operation of the Plant as well as completing the 5th general maintenance as planned. However, there are still some complicated issues that need to be resolved, such as violations of security regulations by contractors during maintenance and the situation of people trespassing on offshore structures to catch seafood.
Quang Ngai Provincial Police have closely coordinated with BSR and Vietnam Oil and Gas Security Services Joint Stock Company - Central Branch (PVS) to grasp the situation, handle violations, and ensure safety for the Factory area and surrounding areas. Fire prevention and fighting work has also been deployed synchronously, with a standing force ready to respond to emergency incidents.
Launching the movement to protect security and order
Over the past year, BSR and the Quang Ngai Provincial Police have organized many propaganda activities to raise public awareness in protecting offshore structures and preventing forest fires. These campaigns not only contributed to reducing violations but also built a strong relationship between the Factory and the community.
Quang Ngai Provincial Police assessed that the situation of encroachment on construction works, violations of security regulations of the Plant and the risks of sabotage and terrorism are still complicated. Therefore, BSR and the Provincial Police will continue to effectively implement Coordination Regulation No. 02, step up consultation with the Provincial People's Committee and coordinate with relevant agencies to strictly implement decisions related to ensuring security and order of Dung Quat Oil Refinery.
Key tasks include: Controlling the Factory's protection corridor, preventing illegal land encroachment; Strengthening economic security, network security and managing contractors' activities; Proactively exchanging information and preventing and promptly handling arising situations.
Director of Dung Quat Oil Refinery - Mr. Cao Tuan Si, thanked the Provincial Police for their close coordination in ensuring security for the Plant. He also proposed implementing more modern security control measures, while emphasizing the role of security in important projects, especially the Dung Quat Oil Refinery Upgrading and Expansion Project (NCMR) in 2025.
Lieutenant Colonel Nguyen Tho Thanh - Head of the Economic Security Department of Quang Ngai Provincial Police, emphasized the importance of Dung Quat Refinery in the socio-economic development strategy of the North Central and Central Coast regions. The Provincial Police committed to continue to closely coordinate with BSR to ensure absolute security for the Refinery, contributing to the successful implementation of the region's strategic goals.
The 2024 Coordination Regulation Review Conference has laid a solid foundation for ensuring security and order at Dung Quat Refinery in the context of increasingly new challenges. BSR and Quang Ngai Provincial Police agreed to continue to maintain close cooperation, ensuring safety for the Refinery, contributing to promoting economic development and stabilizing national security.
