The project is a miracle of the electricity industry.
The 500kV circuit 3 transmission line project was assigned by Vietnam Electricity Group (EVN) to the National Power Transmission Corporation (EVNNPT) as the investor, with a total length of 519 km, 1,177 pole locations, passing through 211 communes/wards of 43 districts in 9 provinces with a total investment of more than 22,300 billion VND.
EVNNPT leaders said that these are power transmission projects that play a particularly important role in increasing the stable reserve on the North - Central interface, supplementing capacity from the North Central region to the Northern region, reducing the load on existing 500kV lines to ensure the N-1 criteria.
Under the strong direction of the Prime Minister, the Government, the attention and support of ministries, localities and people, EVN/EVNNPT has made efforts to complete the construction and energize according to the assigned schedule after more than 6 months.
According to EVNNPT leaders, the first thing to mention is the investment preparation work when after only nearly 5 months from the time of the decision to implement, the projects were approved by the Prime Minister for investment policy, investment policy adjustment along with forest use conversion. This is a record short time, while projects of similar scale take 2-3 years.
In the contractor selection process, the projects had a total of 226 packages. EVNNPT and the Project Management Boards mobilized all specialized personnel, organized centralized bidding, worked day and night, without days off. As a result, the project was completed in about 60 days.
With the direction of the Prime Minister, the participation of the entire political system with the motto "4 on-site", "3 shifts, 4 crews" construction, "overcoming the sun, overcoming the rain", "only working, not working backwards", "working through holidays, Tet, and days off"... after just over 6 months of construction, the 500 kV line project, circuit 3, Quang Trach - Pho Noi has reached the finish line and created a "miracle" for the electricity industry; many great lessons have been learned from this particularly important project, inspiring and motivating the following projects.
Launching the emulation movement of 3 pioneers, 2 responsibilities
At the conference, on behalf of the leaders of the Vietnam General Confederation of Labor and EVN Group, Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor officially launched the emulation movement among union members, civil servants, and employees to accelerate the investment and construction progress of EVN's key projects in 2025, with the emulation theme "three pioneers, two responsibilities".
Three pioneers include pioneering in infrastructure, pioneering in completing progress, pioneering in overcoming difficulties; two responsibilities include responsibility for ensuring quality; responsibility for saving and fighting waste.
According to the President of the Vietnam General Confederation of Labor, for union members, cadres, engineers, and workers in units and enterprises that directly manage, supervise, organize construction and serve on projects and construction sites.
Compete in innovation, improve the efficiency of project management, rationally use human resources, labor efficiency, labor time, promote the capacity and strengths of the team of engineers and workers on projects and works;
Compete to apply science, technology, and management solutions to improve the efficiency of using equipment, means, and labor and production tools; save materials, reduce costs, and construction prices;
Compete to promote initiatives, improve techniques, enhance on-site training to improve skills and expertise, contributing to improving labor productivity for workers directly at construction sites;
Compete to implement solutions to ensure good implementation of technical construction requirements, build a safe working environment, and minimize risks in construction;
Strive to overcome all difficulties and challenges, arrange production and working hours to suit weather conditions;
Compete to save money and fight waste at construction sites and regularly inspect and supervise the practice of saving money and fighting waste during construction.
For union members, cadres, civil servants and public employees in local State management agencies related to key projects and works of the electricity sector, it is necessary to compete to improve the quality and effectiveness of management work, advisory work on contents related to mechanisms, policies, regulations on site clearance procedures, design work, appraisal, approval, supervision, inspection and payment settlement for works.
Compete to reform administrative procedures, create all favorable conditions for contractors to participate in the implementation of projects; speed up the submission and approval of documents related to the implementation of projects, especially in site clearance in localities with electricity projects.
Emulate the practice of thrift and anti-waste in the management and use of state capital and assets; publicly and transparently disclose information on new mechanisms and regulations related to the implementation of works and projects.
Compete to effectively implement the campaign "Cadres, civil servants and public employees say no to negativity" launched by the Vietnam General Confederation of Labor.

The Vietnam General Confederation of Labor will select outstanding projects and works to be awarded the General Confederation's plaque to welcome Party Congresses at all levels, Patriotic Emulation Congresses, and to welcome major national holidays and events of the Vietnam Trade Union in 2025," said Chairman Nguyen Dinh Khang.
