At the working session of the Ministry of Industry and Trade with the People's Committee of Ca Mau province on the situation of industrial and energy implementation to promote double-digit growth, the National Power Transmission Corporation (EVNNPT) requested the locality to continue to pay attention to and direct compensation and site clearance (GPMB) work, creating conditions to accelerate the progress of transmission grid projects in the area.
At the working session on August 25, Deputy Minister of Industry and Trade Truong Thanh Hoai, Chairman of Ca Mau Provincial People's Committee Lu Van Ngoi and Vice Chairman of Ca Mau Provincial People's Committee Huynh Chi Nguyen chaired the working session; leaders of departments, agencies, and units under the Ministry of Industry and Trade, leaders of departments and branches of Ca Mau province attended. On the side of EVNNPT, there was Mr. Bui Van Kien - Deputy General Director and leaders of departments and affiliated units.
Improving the capacity of the transmission grid
Currently, the transmission grid system supplying electricity to the Ca Mau area includes 4 220kV substations with 6 transformers, with a total capacity of 1,125MVA and 18 220kV lines with a total length of more than 210 km.
In 2025 and the first months of 2026, the transmission grid system in the area operates safely and stably, contributing to ensuring electricity supply to serve the socio-economic development of the province.
However, some power lines and transformers have experienced high load capacity. This poses a requirement to continue investing and improving transmission capacity to meet load demand and develop power sources in the region.
Implementing the adjusted Power Plan VIII and the Plan to implement the adjusted Power Plan VIII, EVNNPT is implementing 6 projects in Ca Mau, including 3 projects under construction and 3 projects in the investment preparation phase.
In which, the Nam Can 220kV Substation and Nam Can - Ca Mau 220kV line project has a transformer substation capacity of 250MVA and a 220kV 2-circuit line of about 57.8 km long. The project is expected to be energized in August 2026, contributing to strengthening transmission capacity, improving power supply reliability and unloading power sources in the area.
In addition, the 220kV dual-circuit transmission line project connecting the 220kV Bac Lieu substation on the 220kV Ca Mau - Soc Trang Thermal Power line is also being accelerated, expected to be energized in September 2026.
Some other projects still face difficulties in the implementation process. For example, the 220kV Hoa Binh Substation and connection project with a scale of 250MVA, expected to be energized in 2027, is facing obstacles in site clearance work in Vinh Hau, Hoa Binh and Vinh My communes.
Focus on removing land clearance bottlenecks
According to EVNNPT, site clearance is an important factor determining the completion progress of projects. In addition, the implementation progress also depends on many contents such as agreement, approval of route direction, project implementation location; approval of investment policy, compensation, support, resettlement and construction organization.
From the actual implementation, Mr. Bui Van Kien proposed that the People's Committee of Ca Mau province continue to direct departments, agencies, branches and local authorities to closely coordinate with EVNNPT, focusing on removing difficulties related to compensation and site clearance; allocating land funds and updating works in Power Plan VIII adjusted to the local plan.
For socialized power transmission projects, EVNNPT proposes that Ca Mau province organize the selection of suitable investors in the spirit of Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo and Electricity Law No. 61/2024/QH15.
EVNNPT said it will continue to coordinate with the People's Committee of Ca Mau province and functional agencies to focus resources on implementing projects according to the plan; and at the same time requested localities to support in site clearance, protecting the safety corridor of the power grid and completing related procedures.
Coordinate to bring the project to completion
At the working session, leaders of Ca Mau province affirmed that the power transmission projects implemented by EVNNPT play an important role in ensuring safe and stable power supply, serving socio-economic development and the high growth goals of the locality.
Chairman of Ca Mau Provincial People's Committee Lu Van Ngoi and Vice Chairman of Provincial People's Committee Huynh Chi Nguyen requested departments, branches, and localities to clearly define responsibilities, proactively coordinate with EVNNPT to handle existing problems, and not let obstacles related to site clearance affect project progress.
Localities with projects passing through are required to assign officials to be in charge of each area, each household; regularly coordinate with investors and compensation implementing units to promptly handle arising difficulties.
Concluding the working session, Deputy Minister of Industry and Trade Truong Thanh Hoai emphasized that Ca Mau is setting a high economic growth target, leading to increasing demand for industrial, energy and electricity load development. Therefore, investing in a synchronous transmission grid system is important, both ensuring stable power supply and creating a foundation for effective exploitation of power sources.
The Deputy Minister requested Ca Mau province to continue to closely coordinate with EVN, EVNNPT and related units, review each project, each location that still has problems to have appropriate handling solutions, especially in compensation, support, and site clearance.
The Ministry of Industry and Trade will continue to accompany Ca Mau province and EVNNPT in the project implementation process, in order to soon remove bottlenecks, accelerate the progress of power transmission projects, and meet the requirements of industrial and energy development and local growth goals.
