I. For credit institutions, foreign bank branches
1. List of credit information products (TTTD) provided by the National Credit Information Center of Vietnam (CIC) to Credit Institutions, Foreign Bank Branches (TCTD)
- Group of basic credit information products such as Inmediate Basic Personal Credit Relationship Information Product (B11T)...
- Group of synthetic credit information products such as customer credit information products (R10A/R11A)...
- Group of detailed credit information products such as customer credit relationship details (S10A/S11A), instant details (S11T)...
- The product group has detailed information about cards, collateral, other information such as credit card information products (R14), loan guarantee information products (R20/R21), and conditions for participating in loan programs according to Resolution 33/NQ-CP (S42).
- Other products provided by CIC upon request: Depending on the information needs of credit institutions, CIC provides products for different purposes of use of the unit such as customer search, customer portfolio management, risk management, model building, score cards, etc.
2. Forms of information exploitation for credit institutions?
CIC's credit information products and services are provided to TCTDs mainly through two main channels:
- CIC website: Provide all products in CIC's product portfolio through 2 websites: cic.org.vn and cic.gov.vn.
- H2H direct connection channel: Only provides 1 part of the products in CIC's existing product portfolio (pre-deseigned products, some products designed according to requirements...)
In some special cases (large data packages, units proposing to receive data in writing...), CIC can be deployed via storage devices or in writing.
3. How do TCTD sign a contract with CIC and manage and pay for services?
- TCTD units including: Headquarters, branches, transaction offices (authorized by the branch) can directly sign contracts to exploit TTTD products and services of CIC.
- The Association can exploit both through the website and H2H channels. The remaining units will exploit via the website channel.
- The unit signing the contract proactively manages the officer with delegated access to the credit information system; performs registration to supplement/exchange/cancel access rights (including users asking for information and payment users) according to actual needs.
Note: For each service contract, TCTD is only allowed to register 01 payment user - user at the CIC website to compare exploitation data, print payment notices and value-added invoices for used services.
II. For voluntary organizations
Which credit institutions are allowed to exploit credit information products and services?
For volunteer organizations, CIC provides 2 main product groups as follows:
Pre-deseigned products:
- Personal loan customer credit score product (S40B);
- Customer credit information product for corporate loans (TN10);
- Personal loan customer credit information product (TN11);
- Other products as agreed.
The product is designed according to requirements: The content of information provided by CIC corresponds to the scope of information reported by TCTN to CIC under the information exchange contract. The product price is calculated based on CIC's Price Decision for each period. The frequency of news queries is agreed upon.
III. For non-sectoral organizations
1. What conditions are required for organizations that are not credit institutions or credit institutions to exploit CIC products? What products are exploited?
CIC only provides products and services to legal entities that have signed Information Exploitation Contracts with CIC. Accordingly, units other than TCTDs and TCTNs that want to exploit information about partners need to provide commitments from the information subject (allowing the unit to exploit the information of the subject at CIC's data warehouse).
CIC products are provided to partners outside TCTDs and TCTN:
- Information report on foreign enterprises - S70;
- Enterprise Credit Rating Report - XH50, Corporation Group Report - XH51.
2. How will subjects other than credit institutions and NTTN exploit the products at what prices?
CIC always publicly announces price policies for products and services provided by CIC to subjects whose reports are exploited on CIC's official website https://cic.org.vn (Documents => Subjects). Users can proactively access CIC's website to update the latest product and service price policy currently applied.
IV. For borrowers
1. What products does CIC currently provide to borrowers?
borrowers can exploit credit reports about themselves.
- For individual customers: K11 - Personal loan customer credit information product.
- For corporate customers:
+ K10 - Credit information product for corporate loans.
+ XH50 - Corporate credit rating product (Vietnamese/English);
+ XH51 - Credit rating products of the Group, Corporation (Vietnamese/English).
2. How do customers look up their own credit reports?
To look up their credit information, customers need to register an account by downloading the iCIC/CIC Credit Connect (CICB) application on their smartphone or accessing CIC's website at: https://cic.gov.vn.
1/ For individuals:
Step 1: Use a smartphone to download the iCIC/CIC Credit Connect (CICB) application or access the borrower Connection Information Portal at https://cic.gov.vn.
- CIC recommends that customers download the application for faster account authentication and approval.
- When registering for an account, customers must fill in full and correct information at the schools in the registration form, provide a photo of CCCD/ID card, front and back and a photo of the customer's face directly.
- The account approval result will be notified to the customer's phone/email.
Step 2: After the account is approved, the customer logs in on the application or website https://cic.gov.vn.
Step 3: Select the section "CIC checking - Checking bad debts" on the application or the section "Exploiting reports" on the website; select the type of report you want to exploit; authenticate customers; select to buy credit reports.
Step 4: Payment (Customers only have to pay the fee from the second lookup in the year) according to specific instructions on the application or website.
Step 5: Receive the report.
2/ For businesses
Step 1: Access website https://cic.gov.vn, in the "Instructions" toolbar, select "Digital signature software", "Digital signature utility" to install in the browser and follow the instructions.
Step 2: Register an account with a Digital Certificate, a Business Registration Certificate (file pdf) and fill in all required information.
Step 3: After the account is approved, in Tab "Report mining", select the report type according to your needs and fill in the information according to the instructions.
Step 4: Payment (from the second lookup of the year for the TTTD report) or according to the price policy of the service package that the customer registered to use.
For the Corporate Credit Rating product - XH50, Credit Rating Product of the Group, Corporation - XH51, the payment will be according to the product price prescribed by CIC when exploiting the report.
Step 5: Receive the report.
3. When connecting with CIC via the iCIC/CIC Credit Connect (CICB) application or the borrower Connection Information Portal, what rights and obligations do borrowers have?
1/ When granted an account (successfully registered), customers have the right to:
- Can exploit your credit report for free once a year;
- Search for information about loan products/credit cards of credit institutions in the area posted on the CIC borrower connection information portal;
- Register to borrow/open a card with TCTD, be connected by TCTD, consult, choose a loan package suitable to your needs, save travel costs and time when using banking services, thereby accessing bank loans more easily and quickly;
- Receive support/counseling from CIC on how to improve credit scores, resolve recommendations and feedback related to your credit information;
- Approaching an effective financial consulting channel, contributing to raising awareness in controlling and securing personal information and services.
2/ Customers are obliged to provide accurate and complete information when registering for an account. Each customer can register only one account with a phone number of the owner (for individuals) or with a Business Code (for businesses). Customers must pay for the second report lookup fee in the year, specifically VND 20,000/report for personal credit information report, VND 50,000/corporate credit information report (price excluding VAT).
In addition, CIC also provides a report according to the package to serve borrowers who need to look up information many times a year, helping customers save costs and make it more convenient during the exploitation process.
