According to the report of the management and operation unit of BOT Phap Van - Cau Gie (Project Enterprise), the main reason is due to prolonged heavy rain in the entire low-lying area, exceeding the drainage capacity of the irrigation system and Thuong Tin pumping station, so water from the surrounding area overflowed onto the highway.
Immediately after receiving information about the flooding situation and many times when vehicles had to be banned from traveling on the highway, the Vietnam Road Administration requested the Highway Management Area I and the investor to coordinate with the traffic police force to organize remote traffic diversion and inform on mass media to reduce traffic through the flooded area, while continuing to allow vehicles to travel on the highway because this is a vital route connecting the provinces with Hanoi city, vehicles passing through flooded areas must comply with the regulations of the traffic police force, by 11:00 a.m. on September 10, 2024, the Phap Van - Cau Gie highway was open to traffic again.
On the afternoon of September 10, 2024, Director of the Vietnam Road Administration Bui Quang Thai, Deputy Director of the Traffic Police Department (C08) Pham Quang Huy inspected the actual scene and directed the work of regulating and ensuring traffic. Accordingly, the flooding situation is still due to slow water drainage, vehicles passing through flooded areas still have to circulate in limited traffic (2 lanes in each direction) under the regulation of the traffic police.
At the scene, the Director of the Vietnam Road Administration (VRA) highly appreciated the proactive and timely intervention of the traffic police force, especially the Traffic Police Department (C08) in ensuring traffic order and safety, and requested the QLDB I Area and the Project Enterprise to continue to closely coordinate with the traffic police force, send forces on duty to ensure traffic, prepare people and rescue vehicles to promptly handle incidents. Continue to closely monitor the flooding situation to promptly adjust the traffic organization plan accordingly. In case the water level continues to rise or there is prolonged congestion, it is necessary to promptly notify the forces to limit vehicles entering the highway at intersections such as Thuong Tin, Khe Hoi, Van Diem, at toll stations and divert traffic from a distance for vehicles to move to National Highway 1A.
In the long term, the Vietnam Road Administration requests the Project Enterprise to coordinate with the National Highway 1 Management Area to study a comprehensive solution to handle flooding in the entire area, including a number of solutions such as adding or increasing the aperture of drainage culverts; increasing the capacity of Thuong Tin pumping station, including the plan to raise the roadbed level... report to the Vietnam Road Administration to work with the functional agencies of the Hanoi City People's Committee to handle.
