However, in the actual operation process, the TKV Trade Union has shown that the inspection and supervision work of trade unions at all levels still shows some shortcomings. In particular, the implementation of peer-level inspections and supervisions is still formalistic, the quality of inspections and supervision is not high, and the shortcomings and limitations in the financial management of the unit have not been discovered or pointed out.
The inspection and supervision methods of the trade union and the Inspection Committee have not been renewed; the reporting and information regimes and working regimes have not been implemented well according to regulations. Some units have not managed, stored, and arranged records, documents, and certificates scientifically, leading to confusion when requested, and failure to report and explain in a timely manner.
At the recent Workshop on “Innovation and improvement of the quality of inspection and supervision work of trade unions” organized by TKV Trade Union in Quang Ninh, delegates contributed many opinions on the following contents: Management and use of trade union finances at all levels of TKV Trade Union; Inspection and supervision work, improving the effectiveness and efficiency of leadership, direction and organization of inspection and supervision work, etc.
According to Mr. Pham Hong Hanh - Permanent Vice President of TKV Trade Union - to meet the requirements of improving the quality of inspection and supervision work of the Trade Union organization, it is necessary to continue to consider inspection and supervision work to truly become an important tool in the leadership and management of trade unions at all levels.
The results of the inspections and supervisions must evaluate the effectiveness and practicality in the management and implementation of the Vietnam General Confederation of Labour Charter as well as the instructions of the TKV Trade Union. At the same time, it is necessary to monitor and review the implementation of the conclusions after the inspections to ensure that the inspection conclusions are implemented seriously and that errors due to subjective factors that have been pointed out are not repeated.
According to Mr. Hanh, it is necessary to continue to innovate the content, methods, and processes of inspection and supervision; inspection and supervision work needs to focus on key and important tasks. Strengthen inspection at the same level and at the same time improve the quality of inspections of compliance with the Charter; inspect the management, use of finance, assets, and economic activities of the Trade Union.
Every year, the Inspection Committee advises on developing training programs for inspection staff; proactively proposes exchange programs and experience learning between units to improve skills in inspection and supervision.
