Gia Lai Provincial Inspectorate has concluded the inspection of the compliance with the law on regimes and policies for doctors, employees and medical examination and treatment activities at hospitals (HV) in the province in the period 2021-2025.
The units inspected include Gia Lai Provincial Central General Hospital; Gia Lai General Hospital; Hospital 331; Gia Lai Provincial Eye Hospital; Quy Nhon Lung and Tuberculosis Hospital; Pleiku Lung and Tuberculosis Hospital; Quy Nhon Mental Hospital; Pleiku Mental and Neuropsychiatric Hospital; Quy Nhon Traditional Medicine and Rehabilitation Hospital; Pleiku Traditional Medicine and Rehabilitation Hospital.
According to the inspection conclusion, in the implementation of regimes and policies for doctors and employees, some hospitals signed labor contracts that were not in the correct form; have not organized appraisal and approval of job position projects.
Some units assign public employees to work overtime from over 200 to 300 hours/year but do not notify the competent authority in writing; assign public employees to work overtime over 300 hours/year but do not fall into special cases as prescribed...
In medical examination and treatment activities, some hospitals have the actual number of beds higher than the approved number of beds, exceeding regulations but do not carry out procedures to adjust operating licenses.
The provincial Inspectorate discovered that some hospitals do not have nutrition departments; lack doctors; do not have officials in charge of equipment management; do not buy or buy incomplete professional liability insurance for medical examination and treatment practitioners; staff participating in the infection control system do not have training certificates in this field...
Some hospitals have a low rate of implementing technical lists, below 40% compared to the total number of approved techniques; drugs in on-duty cabinets, emergency drugs are not in the correct list and number that have been approved; doctors have not signed the name on the "N" prescription (addictive drug), but the drug dispensing department still dispenses them to patients.
There are cases where the "N" prescription is prescribed in vitro, indicated for injection, but the dispensing department dispenses in pill form. Some "N" prescriptions have prescription codes that are not in accordance with regulations; doctors prescribe medicine but do not specifically guide how to decoct, how to drink and how to use the medicine...
The Provincial Inspectorate determined that the cause of the above-mentioned shortcomings and limitations is that the directors of hospitals in the process of implementing regimes and policies for medical staff, employees and medical examination and treatment activities were not strict enough, leading to errors.
In addition, the inspection, control and urging work of the Department of Health for hospitals has not been carried out regularly, and the effectiveness is not high.
Responsibility for the shortcomings, limitations, and defects belongs to the directors and deputy directors in charge of the field, along with relevant collectives and individuals at hospitals in each period.
