3 groups of women receive support of at least 2 million VND when giving birth

Article 3 of Decree 168/2026/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Population Law (effective from July 1, 2026), stipulates the level of financial support when giving birth and the order and procedures for implementing financial support as follows:

1. The minimum financial support level is 2 million VND/woman when giving birth in the following cases:

a) Very small ethnic minority women;

b) Women in provinces and cities with birth rates below replacement birth rates;

c) Women giving birth to 02 children before the age of 35.

Women who give birth to children who are also in the cases specified in points a, b and c, clause 1 of this Article are entitled to a level of support.

2. Order and procedures for implementing financial support when giving birth:

The Chairman of the People's Committee of communes, wards, and special zones (collectively referred to as the Commune-level People's Committee) shall base on information from the interconnected birth registration procedure system, the national population database, the national identification application (VNeID) and available databases to decide on financial support and implement payments for women giving birth according to the provisions of Clause 1 of this Article at the same time as birth registration.

Thus, from July 1, 2026, these women will receive a minimum support of 2 million VND/person when giving birth.
