Clause 2, Article 36 of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) regulates vehicle license plates as follows:
2. Vehicle license plates are classified as follows:
a) License plates with a blue background and white letters and numbers are issued to vehicles of Party and State agencies, socio-political organizations, and public service units;
b) License plates with red background and white letters and numbers issued to military vehicles;
c) License plates with a yellow background and black letters and numbers issued to vehicles operating in transport business;
d) License plates with a white background and black letters and numbers are issued to vehicles of domestic organizations and individuals, other than those specified in Points a, b and c of this Clause;
d) License plate with white background, red letters, black numbers, with the symbol "NG" issued to vehicles of diplomatic missions, consulates and foreign employees holding diplomatic identification cards of that agency;
e) License plates with a white background, red letters, black numbers, with the symbol "QT" issued to vehicles of representative agencies of international organizations and foreign employees holding diplomatic identity cards of the organization there;
g) License plates with a white background, black letters and numbers, and the symbol "CV" are issued to vehicles of technical and administrative staff holding official ID cards of diplomatic missions and consulates. international events and organizations;
h) License plates with a white background, black letters and numbers, and the symbol "NN" issued to vehicles of foreign organizations, representative offices, and individuals, except for the subjects specified in Point g of this Clause;
i) License plates of other types of vehicles as prescribed by the Minister of Public Security.
Thus, from 2025 license plates will be classified according to the above regulations.
