Article 19 of the Law on Participation in national security, public order at the grassroots level (effective from 1.7.2024) stipulates the provision of ensuring operational funding and equipment for participation in national security, public order at the grassroots level as follows:

1. Operational funding and equipment for participation in national security, public order at the grassroots level are ensured by the state budget and other legitimate financial sources mobilized in accordance with the provisions of the law.

2. The management and use of operational funding and equipment for participation in national security, public order at the grassroots level are implemented in accordance with the provisions of the law on state budget, the law on management and use of public assets, and other relevant provisions of the law.

3. Each year, the Ministry of Public Security and the People's Committees at all levels are responsible for compiling a budget estimate, implementing and settling the state budget for operational funding and equipment for participation in national security, public order at the grassroots level in accordance with the provisions of the law on state budget.

Thus, it is possible to receive legitimate financial sources in accordance with the provisions of the law for participation in national security, public order at the grassroots level.
