Point a, Clause 1, Article 37, Decree 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance stipulates: Health insurance participants when examining and treating patients must present information about the health insurance card, personal identification documents of that person in one of the following forms: Identity card or citizen identification card or electronic identification account (VNeID) level 2 that has integrated information about the health insurance card;
Clause 2, Article 4 of Circular 09/2026/TT-BTC of the Ministry of Finance regulating the creation of electronic social insurance books and health insurance cards (effective from February 3, 2026) stipulates as follows: Electronic health insurance cards contain information as prescribed in Article 10, Decree No. 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance.
Clause 3, Article 6, Circular 09/2026/TT-BTC stipulates that health insurance medical examination and treatment facilities do not require participants to provide paper health insurance cards when examining and treating patients with electronic health insurance cards and are responsible for tracing the validity of health insurance cards on the National Insurance Database.
Clause 6, Article 9, Decree 69/2024/ND-CP stipulates: Information on electronic identification and integrated information on electronic identification cards, electronic identification accounts is valid to prove, equivalent to providing information or using, presenting documents containing that information in performing administrative procedures, public services, transactions and other activities.
Thus, people going for medical examination only carrying citizen ID cards are still entitled to normal health insurance benefits if they participate in health insurance.
