The Ministry of Health is seeking comments on the draft Decree on increasing the level and scope of health insurance benefits according to a roadmap, in accordance with the contribution level, priority subjects and the ability to balance the Health Insurance Fund.
The draft applies to health insurance participants, health insurance medical examination and treatment facilities, social insurance agencies, and relevant agencies, organizations, and individuals.
Proposal to increase support for 5 groups
According to the draft, the Decree is expected to take effect from April 1, 2027. The Ministry of Health proposes to adjust and increase the level of state budget support for HI contributions for some groups of subjects, focusing on people in difficult circumstances and groups participating in HI as households.
5 groups proposed to increase support levels include:
Minor disabilities belonging to near-poor households: it is proposed to support 100% of health insurance contributions.
People from near-poor households: it is proposed to support at least 80% of the health insurance contribution level, an increase of 10 percentage points compared to the current level.
Students: the proposed support level is increased from at least 50% to at least 70% of the health insurance contribution level.
Households with average living standards: the proposed support level is increased from at least 30% to 50% of the health insurance contribution level.
People who are nurtured and cared for in organizations, charities, and religious establishments: it is proposed to support at least 50% of the health insurance contribution level.
Support levels will change
According to current regulations in Decree 188/2025/ND-CP, some groups of subjects have been supported by the State budget to pay health insurance at different levels.
In which, people from near-poor households residing in poor communes according to the Prime Minister's decisions and competent documents are 100% supported by the State budget for health insurance contributions.
People from near-poor households and ethnic minorities living in areas no longer belonging to areas with difficult socio-economic conditions, especially difficult, are supported at least 70% of the contribution level.
Students and some other groups are supported with at least 50% of the contribution level. Meanwhile, people from households engaged in agriculture, forestry, fishery and salt industry with average living standards are supported with at least 30% of the health insurance contribution level.
If the draft is approved, the support level for some groups will continue to be increased. People with mild disabilities from near-poor households are added to the group proposed to support 100% of the contribution level.
Roadmap for increasing health insurance contributions
The Ministry of Health also proposed adjusting the health insurance contribution level according to the roadmap.
According to the draft, the health insurance contribution level is expected to increase from 4.5% to 5.1% from 2027. After that, the contribution level will continue to be adjusted to 5.4% and 6% in 2030.
If approved, from April 1, 2027, the new policy will increase the level of health insurance support for 5 groups of subjects, in which it is noteworthy that students are proposed to support at least 70%, people from near-poor households at least 80% and people with mild disabilities from near-poor households are supported 100% of the contribution level.
