Clause 2, Clause 3, Article 6 Regulations on management and use of apartment buildings issued together with Circular No. 05/2024/TT-BXD detailing a number of articles of the Housing Law (effective from August 1. 2024) stipulates the internal rules for management and use of apartment buildings as follows:

2. The regulations on management and use of apartment buildings have the following main contents:

a) Regulations applicable to owners, users, temporary residents and guests entering and leaving the apartment building;

b) Contents that are not implemented in the management, operation and use of apartment buildings; regulations on ensuring environmental hygiene, behavioral culture, security and order in apartment buildings;

c) Regulations on the use of common areas of the apartment building;

d) Regulations on repairing damages, changing equipment in private areas and handling incidents in the apartment building;

d) Regulations on fire and explosion prevention and control in apartment buildings;

e) Regulations on publicizing information related to the use of apartment buildings;

g) Regulations on obligations of owners and users of apartment buildings, including payment of maintenance costs, management and operation costs of apartment buildings according to regulations and measures to handle cases failure to perform this obligation;

h) Other regulations depending on the characteristics of each apartment building.

3. In case the first apartment building conference has not yet been organized, the investor is responsible for developing the internal regulations for management and use of the apartment building according to the provisions of Clause 2 of this Article, attaching the purchase and sale contract, rent and buy an apartment and publicly announce these Rules in the community living area, lobby and reception area of ​​the apartment building.

Thus, in case the first apartment building conference has not yet been organized, the investor is responsible for developing the internal rules for management and use of the apartment building . The regulations on management and use of apartment buildings contain the main contents according to the regulations cited above.
