The Lao Dong Newspaper Legal Consulting Office replied:
Clause 3, Article 12 of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) stipulates that drivers of vehicles participating in road traffic must observe, reduce speed or stop to ensure safety in the following cases:
a) At a place with a road mark or other pedestrian sign or at a place where a pedestrian or a wheelchair for a disabled person is crossing the road;
b) Having warning signs of danger or obstacles on the road;
c) Changing the direction of the vehicle or having limited visibility;
d) Where the road intersects at the same level as the road, the road intersects at the same level as the railway; narrow roads, roundabouts, winding roads, mountain passes, and slopes;
d) Where there are bridges, narrow culverts, spillways, underpasses, underpasses, road tunnels;
e) Areas with schools, hospitals, bus stations, crowded public works, densely populated areas, markets, areas under construction on roads, and road traffic accident scenes;
g) Having pets on the road or grazed on the roadside;
h) Avoid vehicles going in the wrong direction or when the vehicle goes behind; when there is a signal to ask for a road, an emergency signal from the vehicle going in the same direction in front;
i) Parking or stopping points on the road with passengers getting or getting off;
k) Meeting a vehicle transporting oversized, overweight, or dangerous goods; a group of people on foot;
l) Meeting priority vehicles;
m) Rain, wind, fog, smoke, dust, slippery, muddy road surfaces, with a lot of soil, rocks, and scattered materials affecting road traffic safety;
n) Areas where road traffic control is being organized.
Thus, from January 1, 2025, the above cases must reduce speed when participating in road traffic.
