According to MoneySuperMarket, Hanoi's friendliness largely stems from the culture that values the spirit of community and the tradition of hospitality of Vietnamese people. These are factors that help tourists have a positive experience when using tourism services in the Capital.
In fact, for many years, Hanoi has always been highly appreciated as a friendly and safe destination. Many foreign travel websites have assessed Vietnam and Hanoi as top safe destinations for women traveling alone. Ms. Piñas Piñas Maria Del Mar - Spanish nationality - emotionally told Lao Dong when becoming the 5 millionth visitor in 2026 to the Capital: "Safety, friendliness, civilization are the factors for us to choose Vietnam and Hanoi".
However, not stopping at the success already achieved, in March 2026, the Hanoi City Party Committee issued Action Program No. 08-CTr/TU to implement Resolution No. 80-NQ/TW defining building Hanoi people who are elegant, civilized, knowledgeable, creatively capable, socially responsible and integrated as a xuyên suốt task, associated with strongly arousing patriotism, self-reliance, self-strengthening and aspiration for development.
The story of Hanoi shows that the foundation of building a disciplined, safe, civilized, harmonious, and developed society in the spirit of Resolution 18 plays a decisive role in developing culture and building the image of local people.
Recently, on July 21, at the seminar "From preserving fine customs and traditions to affirming the human value system of Ho Chi Minh City", the presentations also expressed: It is necessary to shift from just "preserving" to proactively "affirming" the human value system of Ho Chi Minh City. The proposed value system includes patriotism, compassion, loyalty, honesty, solidarity, dynamism, creativity and responsibility. These are typical qualities that need to be nurtured to form the image of civilized, modern, and compassionate city people contributing to the socio-economic development of the city.
Foundation from Vietnamese human standards
In Decision 1189/QD-TTg on synchronously deploying the national value system, cultural value system, family value system, and Vietnamese human standards newly issued by the Government, for the first time, Vietnamese human standards are identified with 8 core qualities including patriotism, solidarity, self-reliance, affection, honesty, responsibility, discipline and creativity.
And in the Resolution on building a disciplined, safe, civilized, harmonious, and developed society of the 3rd Conference of the 14th Central Committee of the Party, it emphasized the viewpoint: "Focusing on building Vietnamese people in the new era with ideals, patriotism, firm political bravery, civic responsibility, aspiration to contribute to the country and the ability to adapt to modern society. Closely combining the rule of law, morality and social belief, between "building" and "countering", between education, persuasion with discipline, order and respect for the law; gradually forming the "self-defense order" of society, where people consciously regulate their behavior on the basis of law, morality, culture, social responsibility and aspiration to build a rich and strong country".
Resolution No. 18-NQ/TW is to concretize the issues raised by the documents of the 14th Party Congress, establishing a system of guidelines for building and developing culture and people in a comprehensive and systematic direction. In which, the dialectical relationship between culture and people, in which cultural development aims to perfect the character of socialist Vietnamese people, while human development is a condition for continuing to develop culture. The development of culture and people is placed on the foundation of national value systems, cultural value systems and family value systems, associated with Vietnamese human standards in the new period.
Presenting the thematic report "Resolution on building a disciplined, safe, civilized, harmonious, and developed society" at the National Conference to study, study, thoroughly grasp and implement the Resolution of the 3rd Conference of the 14th Party Central Committee on the morning of July 29, General Luong Tam Quang - Member of the Politburo, Minister of Public Security - also emphasized three groups of breakthrough tasks to create a foundation and motivation for the process of organization and implementation. Building Vietnamese human standards creates a foundation for forming "self-defense order" of society, thereby building a disciplined, safe, civilized, harmonious, and developed society as Resolution 18 sets out.
