The Importance of Investing in Culture
In the history of building and defending the country, culture has always been the core factor that helps the Vietnamese people overcome all challenges. From traditional values such as patriotism, solidarity, and resilience to the beauty of spiritual life such as festivals, customs, and folk culture, all contribute to creating a unique and lasting cultural identity of the nation.
However, in the context of globalization and increasingly deep international integration, Vietnamese culture is facing many challenges. The introduction of foreign cultures, rapid changes in social life and the development of digital technology have posed an urgent need to protect and promote traditional cultural values, while selectively absorbing the quintessence of human culture.
Therefore, the National Assembly's approval of the Resolution on investment policy for the national target program on cultural development for the 2025-2035 period is not only an immediate task, but also a long-term strategy to create a solid foundation for the country's sustainable development.
The minimum investment of VND 122,250 billion for the National Target Program on Cultural Development for the 2025-2035 period is not only an economic investment, but also an investment in the future of the nation. In the 2025-2030 period, the total budget for implementing the program will be allocated from many sources, including the central budget accounting for 63%, the local budget accounting for 24.6% and other legal socialized capital sources contributing 12.4%. With this allocation, resources for culture will be stably guaranteed to achieve the set goals.
The program sets out specific goals, aiming to build an advanced culture with strong national identity, emphasizing the role of cultural industries (CNVH) as an important component of the national economy. By 2030, CNVH is expected to contribute 7% of GDP, this figure will increase to 8% by 2035.
The national target program on cultural development for the period 2025 - 2035 sets out clear and specific goals. First of all, the program aims to build and perfect the personality of Vietnamese people, based on ethical standards, national identity and traditional cultural values. Accordingly, 100% of provincial administrative units have 3 types of cultural institutions (Cultural Center or Cultural - Sports Center, Museum, Library); 85% of educational institutions nationwide have enough classrooms for subjects such as Music, Fine Arts, Arts... This is an important task to create a generation of citizens with sufficient qualities and capacities to meet the requirements of the new era.
In addition, the program also focuses on preserving and promoting national cultural values, from tangible to intangible cultural heritage, in which, striving to complete the restoration and embellishment of 95% of special national relics (about 120 relics) and 70% of national relics (about 2,500 relics). In addition, the program also aims to build Vietnamese families into healthy social cells, where traditional values such as love, solidarity and responsibility are preserved and promoted.

In 1943, the Outline on Vietnamese Culture was issued, becoming the first ideological foundation on culture, affirming that culture is not only a legacy of the past but also a powerful weapon to build patriotism and create endogenous strength for the nation.
In the context of Vietnam moving forward on the path of integration and sustainable development, culture is increasingly valued as a spiritual foundation of society and a driving force for comprehensive development. Building and developing culture does not stop at preserving traditional values but also aims to shape national identity in the modern era. Therefore, the National Target Program on Cultural Development for the period 2025-2035 was born, marking an important breakthrough. This is not only a specific action plan but also a long-term vision strategy to preserve and promote traditional cultural values, while creating a foundation for the country's sustainable development.
This program is designed to increase resources and build appropriate cultural policies, thereby supporting the development of infrastructure and cultural activities across the country. More importantly, the program also aims to change public awareness, arouse patriotism and national pride in every Vietnamese citizen. This is not only an urgent task but also a historic mission, helping Vietnamese culture not only survive but also thrive in the era of globalization.
