The draft Decree replacing Decree No. 35/2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment is being appraised by the Ministry of Justice.
According to the Draft Regulations, the Ministry of Agriculture and Environment is the Government agency performing state management functions in the fields of: agriculture; forestry; salt industry; aquaculture; irrigation; dykes and disaster prevention; rural development; land; water resources; mineral resources, geology; environment; meteorology and hydrology; climate change; surveying and mapping; integrated resource management and marine and island environmental protection; remote sensing; state management of public services in the fields under the ministry's management.

Article 2 of the Draft Decree has proposed 46 powers and tasks of the Ministry of Agriculture and Environment. In which, the draft proposes that the Ministry of Agriculture and Environment perform the tasks and powers specified in the Law on Organization of the Government, the Government's regulations on functions, tasks, powers and organizational structure of the ministry...
In which, it is proposed that the Ministry of Agriculture and Environment have the task of submitting to the Government and the Prime Minister strategies, plans, schemes, programs, and important national projects in industries and fields managed by the ministry; promulgating or submitting to promulgate legal documents, standards, regulations, and economic-technical norms within the scope of state management of the ministry...
In the field of agriculture, the draft emphasizes the task of directing and guiding cultivation activities, developing growing areas, producing safe agricultural products, reducing emissions, adapting to climate change; and managing plant varieties, fertilizers, and pesticides. For livestock and veterinary medicine, the ministry is assigned the task of controlling animal diseases, quarantine, slaughtering control, veterinary medicine management, livestock facility conditions and handling of livestock waste...
In the field group of natural resources - environment, the draft stipulates many tasks related to land, water resources, geology and minerals, environment, nature conservation and biodiversity. Notably, the Ministry of Agriculture and Environment is proposed to build, manage, operate, and exploit a monitoring and evaluation system for land management and use; organize monitoring and evaluation for land management and use of provinces and centrally-run cities and land use for important national projects according to regulations...
Regarding climate change, the draft assigns the ministry the task of directing, guiding, inspecting, and supervising the implementation of legal regulations on greenhouse gas emissions, ozone layer protection, and adaptation to climate change; organizing the allocation of emission quotas, guiding the mechanism for carbon credit exchange and compensation, and operating the domestic carbon market...
The draft proposes the organizational structure of the Ministry of Agriculture and Environment to include 29 units. Among them, there are 25 administrative units assisting the Minister in performing state management functions and 4 public non-business units serving the state management functions of the ministry.

Administrative units include departments, ministry offices and specialized departments such as: Department of Digital Transformation; Department of Crop Production and Plant Protection; Department of Livestock and Veterinary Medicine; Department of Fisheries and Fisheries Surveillance; Department of Forestry and Forest Protection; Department of Land Administration; Department of Water Resources Management; Department of Geology and Minerals of Vietnam; Department of Environment; Department of Climate Change; Department of Meteorology and Hydrology; Department of Sea and Islands of Vietnam; National Remote Sensing Department...
Four public non-business units serving the state management function of the ministry include: Institute of Strategy and Policy on Agriculture and Environment; Nong Nghiep va Moi Truong Newspaper; Nong Nghiep va Moi Truong Magazine; National Agricultural Extension Center.
The Minister of Agriculture and Environment stipulates the functions, tasks, powers and organizational structure of units directly under the ministry; submits to the Prime Minister for promulgation a decision on the list of other public non-business units directly under the ministry according to regulations.
